Job summary

American Red Cross Massachusetts Region in Springfield, MA, is seeking a Community Disaster Program Manager to coordinate disaster cycle services, mobilize volunteers, and engage local partners to strengthen community resilience. The role duties include readiness assessment, deployment readiness, and collaboration with diverse stakeholders across the region.

The position requires a Bachelor’s degree and at least 5 years of related experience, plus a valid driver’s license, with deployments

  • Empower volunteers: lead and support a diverse volunteer team responsible for the implementation of volunteer-led disaster cycle services programming throughout the assigned geographic area or functional activities throughout the region.
  • Lead the program: implement disaster cycle services activities within the assigned geographic area or specific functional activities within the region.
  • Mission capacity building: develop and support disaster volunteers who are the primary workforce and are representative of the communities they serve, both culturally and linguistically.
  • Engage community: lead and coordinate efforts in the assigned geographic area to prepare and mobilize communities and engage partners with specific functional expertise to prepare for, respond to, and recover from disasters and emergencies.
  • Manage in a matrix: build relationships and collaborate in the matrix management environment with internal partners, including employees and volunteers.
  • Know your communities: act as the Red Cross disaster subject matter expert within the area to maximize presence and mobilization, and partner with organizations supporting frontline communities.
  • Ready to respond: initiate and coordinate disaster relief operations in the region in alignment with the Disaster Cycle Services CONOPS.

Job Description

We are seeking a Community Disaster Program Manager for the American Red Cross Massachusetts Region based in Springfield, MA. Must reside in one of these counties: Hampden, Hampshire, Berkshire County.

Job Overview

As a Community Disaster Program Manager, you will ensure effective collaboration with Volunteer Services; identify, mobilize, and engage partners in all communities in the assigned geographic area; and determine current readiness resources, facilities, supplies, local vendors, and strategies for addressing gaps. You will work with volunteers to ensure that the communities you serve are ready to respond to disasters.

Regional disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development, and exposure to different types of disasters. Employees must meet all training and physical capacity requirements for deployment.

Key Responsibilities

  • Lead the program: Implement disaster cycle services activities within the assigned geographic area or specific functional activities within the region.
  • Mission capacity building: Develop and support disaster volunteers who are the primary workforce and are representative of the communities they serve, both culturally and linguistically. Cultivate and develop Disaster Leadership Volunteers to meet specific responsibilities as part of disaster readiness, preparedness, response, and recovery.
  • Engage community: Lead and coordinate efforts in the assigned geographic area to prepare and mobilize communities and engage partners with specific functional expertise to prepare for, respond to, and recover from disasters and emergencies.
  • Manage in a matrix: Build relationships and collaborate in the matrix management environment with internal partners, including employees and volunteers.
  • Know your communities: Act as the Red Cross disaster subject matter expert within the assigned geographic area to maximize Red Cross presence and community engagement and mobilization. Prospect and partner with organizations and leaders supporting frontline communities and community resiliency before, during and after disasters.
  • Ready to respond: Initiate and coordinate disaster relief operations in the assigned geographic area or functional activities in the region in alignment with the Disaster Cycle Services Concept of Operations.
Minimum Qualifications
  • Education: Bachelor’s degree required, or equivalent combination of education and related experience.
  • Experience: Minimum 5 years of related experience building, mobilizing, leading and developing volunteer teams to execute a social services program or service.
  • A current valid driver’s license and good driving record.
Required Skills and Abilities
  • Excellent interpersonal, verbal, and written communication skills.
  • Demonstrated analytical and decision‑making skills to interpret program trends, results, formulate recommendations, and develop creative processes for continuous program or service improvements.
  • Proven record of collaboration with diverse groups and individuals representing all demographics of the community, managing multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management.
  • Intermediate proficiency with Microsoft Office Word, Excel, PowerPoint, and Outlook.
  • Ability to work outside of regular duty hours including nights and weekends.
Residency Requirements
  • Chapter‑based positions: Geographic Community Disaster employees are expected to work daily in their assigned geographic area to engage and mobilize communities and support volunteers.
Pay Information

The salary range for this position (Massachusetts) is $66,220 – $69,780.

This position is not eligible for relocation assistance.

While performing the duties, the employee is regularly required to sit, use hands to handle or feel, and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand, walk, stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. The work environment will consist of moderate noise. The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period.
