Position Summary

The Community Development Officer leads the assigned FCN Bank branch and builds consumer and business relationships within its market area. This position develops employees, oversees branch operations, delivers exceptional customer service, and supports deposit, lending and revenue growth through proactive outreach, consultative conversations, and community involvement.

As a visible representative of FCN Bank, the Community Development Officer develops relationships with businesses, individuals, municipalities, nonprofit organizations, and community leaders. The officer identifies customer needs and works with Bank specialists to provide appropriate financial solutions. Success requires balancing business development with employee leadership, operational accountability, and sound risk management.

Essential Duties and Responsibilities
Business Development and Community Relationships
  • Develop and execute an annual business development plan for the assigned branch and market, with clear goals for customer outreach, relationship growth, and referrals.
  • Identify and pursue new consumer and business relationships through prospecting, appointments, referrals, community involvement, and market calling activities.
  • Maintain an accurate record of prospects, customer opportunities, referrals, follow-up activities, and results using Bank-approved systems.
  • Review existing customer relationships to understand financial needs, strengthen retention, and recommend appropriate products and services.
  • Build relationships with businesses, professionals, municipalities, schools, nonprofit organizations, community leaders, and centers of influence.
  • Identify opportunities for deposits, business accounts, treasury management, merchant services, consumer loans, mortgages, commercial loans, and other banking services.
  • Collaborate with Bank specialists to coordinate customer solutions and ensure timely follow-up.
  • Represent FCN Bank at civic, charitable, community, and business events, including occasional activities outside normal business hours.
  • Review progress toward established goals with the Retail Branch Director and adjust activities as needed.
Lending and Customer Service
  • Originate and process consumer installment and home equity loans within assigned authority and Bank procedures.
  • Identify small business lending opportunities and originate or refer them according to assigned authority, working with Commercial Lending Officers as appropriate.
  • Work with underwriting and credit personnel to obtain complete and accurate information and documentation.
  • Follow Bank lending policies and applicable lending requirements.
  • Help resolve customer concerns promptly and professionally, involving appropriate Bank personnel when needed.
Branch Leadership and Employee Development
  • Establish clear expectations for customer service, relationship growth, operational performance, compliance, teamwork, and accountability.
  • Coach employees to identify customer needs, conduct effective relationship conversations, and make qualified referrals.
  • Provide regular feedback, recognition, training, and development opportunities.
  • Complete timely performance evaluations and address performance concerns in coordination with Human Resources and retail leadership.
  • Participate in recruiting, hiring, onboarding, scheduling, and cross-training assigned employees.
  • Maintain appropriate staffing and management coverage during business development activities outside the branch.

Branch Operations, Risk Management, and Compliance
  • Oversee daily branch operations, work assignments, opening and closing procedures, and required internal controls.
  • Perform or oversee assigned cash counts, branch audits, and controls involving teller drawers, the ATM, vault, and other branch assets.
  • Monitor employee adherence to security, safety, fraud prevention, information security, and privacy procedures.
  • Ensure employees follow applicable Bank policies and banking requirements, including customer identification and Bank Secrecy Act/Anti-Money Laundering procedures.
  • Maintain branch readiness for audits, compliance reviews, security inspections, and examinations; follow through on corrective actions within assigned responsibility.
  • Escalate suspected fraud, suspicious activity, customer complaints, security incidents, privacy concerns, and other significant risks through appropriate Bank channels.
  • Coordinate facility and equipment concerns with the appropriate departments to maintain a safe, professional, and functional branch.
Additional Responsibilities
  • Complete required training and maintain knowledge of Bank products, services, systems, and procedures.
  • Perform additional duties related to the position as assigned.
Education and Experience
  • Bachelor's degree in business, finance, management, marketing, or a related field preferred; an equivalent combination of education and relevant experience may be considered.
  • Five or more years of progressively responsible banking, financial services, business development, relationship management, retail management, or related experience preferred.
  • Prior supervisory or leadership experience preferred.
  • Demonstrated experience developing customer relationships, prospecting for new business, generating referrals, and achieving measurable growth objectives preferred.
  • Experience with branch operations, deposit products, consumer lending, business banking, treasury management, mortgage lending, or commercial banking preferred.
  • Proficiency with Microsoft Office and the ability to learn applicable banking, customer relationship, and business development systems.
Knowledge, Skills, and Abilities
  • Ability to lead, coach, develop, and hold employees accountable.
  • Strong relationship-building, prospecting, networking, and consultative service skills.
  • Ability to organize a prospect pipeline, follow through on referrals, and measure results.
  • Knowledge of branch operations, deposit products, lending processes, internal controls, and banking procedures.
  • Sound judgment, problem-solving skills, and the ability to resolve concerns professionally.
  • Effective written, verbal, presentation, and interpersonal communication skills.
  • Ability to understand customer and business needs and coordinate appropriate financial solutions.
  • Strong planning and time management skills, including the ability to balance external outreach with branch responsibilities.
  • Accuracy, adaptability, integrity, and discretion when handling confidential information.
  • Proficiency in Microsoft Office and the ability to learn Bank systems used for customer relationships, lending, and business development.
Education and Experience
  • Bachelor’s degree in business, finance, management, marketing, or a related field preferred; an equivalent combination of education and relevant experience may be considered.
