Job summary

Position Overview

Veracity Engineering is seeking a highly experienced Communications System Engineer – Voice Switching & Recording (Engineer Level 1) to provide engineering, Test & Evaluation (T&E), and technical support to the Federal Aviation Administration’s ATC Voice Communications Branch (ANG-E64).

The ATC Voice Communications Branch provides test and evaluation, requirements development, and performance analysis support for enterprise-level voice switching and recording programs managed by the FAA. The branch supports the acquisition, implementation, modernization, and life-cycle sustainment of mission-critical voice communications systems throughout the National Airspace System (NAS).

The successful candidate will provide senior-level technical expertise to help validate that Voice Switching and Recording systems meet the operational and technical requirements of FAA Air Traffic and Technical Operations personnel. This position requires extensive hands‑on knowledge of voice communications systems operating within FAA facilities and the ability to support complex testing efforts throughout the system acquisition lifecycle.

Key Responsibilities
  • Provide Test & Evaluation (T&E) support across the FAA acquisition lifecycle, including:
    • Early Evaluation
    • Investment Analysis T&E
    • Solution Implementation (SI) T&E
    • In-Service Management (ISM) T&E
  • Develop, coordinate, review, and execute voice communications test plans, test procedures, and test reports.
  • Serve as a senior technical resource and, when required, Test Lead for Voice Switching and Recording system evaluations.
  • Evaluate system performance against FAA operational requirements, technical requirements, and applicable communications standards.
  • Support testing and analysis of voice switching and recording systems deployed within:
    • Air Traffic Control Towers (ATCT)
    • Terminal Radar Approach Control facilities (TRACON)
    • Air Route Traffic Control Centers (ARTCC)
    • Automated Flight Service Stations (AFSS)
  • Support testbed, laboratory, facility, and operational site development and maintenance activities.
  • Analyze telecommunications and networking interfaces including VoIP, WAN/LAN, and legacy NAS communications interfaces.
  • Evaluate power, grounding, connectivity, and electronic communications performance requirements.
  • Identify system deficiencies and support the development, tracking, analysis, and closure of Problem Trouble Reports (PTRs) and Deficiency Reports (DRs).
  • Support FAA system modernization and NextGen initiatives involving voice communications infrastructure.
  • Coordinate with FAA engineers, program offices, contractors, test personnel, Air Traffic representatives, and Technical Operations stakeholders.
  • Maintain technical documentation, test artifacts, project records, and applicable KSN repositories.
  • Assist program and project leadership with technical status, schedule, risk, cost, and quality reporting.

Experience supporting one or more FAA voice communications programs is highly desirable, including:

  • Voice over IP Communications Enterprise (VoICE)
  • Future Flight Service Program (FFSP)
  • UAS Air-to-Ground NAS Communications Study (UAS A/G)
  • Air-Ground Media Gateway System (AGMGS)
  • NAS Voice Recorder Program (NVRP)
  • Interim Voice Switch Replacement (IVSR)
  • Conference Control System – Warrenton (CCS-W)
  • Rapid Deployment Voice Switch (RDVS)
  • Enhanced Terminal Voice Switch (ETVS)
  • Voice Switching and Control System (VSCS)
  • Voice Training and Backup System (VTABS)
Required Qualifications
  • 20+ years of experience with voice switching and/or recording systems used within National Airspace System facilities.
  • Demonstrated experience supporting voice communications systems within ATCT, TRACON, ARTCC, and/or AFSS environments.
  • Strong knowledge of telecommunications and Voice over Internet Protocol (VoIP) technologies.
  • Experience with WAN/LAN architectures, networked communications systems, and legacy NAS communications interfaces.
  • Knowledge of power and grounding requirements applicable to electronic communications systems.
  • Demonstrated understanding of communications system performance and operational requirements within the NAS.
  • Experience developing, reviewing, coordinating, and conducting test plans and test procedures.
  • Experience identifying, documenting, tracking, and reporting PTRs and DRs.
  • Ability to analyze technical requirements, test results, system deficiencies, and operational impacts.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office applications for requirements tracking, technical analysis, documentation, and reporting.
Preferred Qualifications
  • Previous experience serving as a Test Lead for FAA voice communications or related NAS systems.
  • Knowledge of EUROCAE VoIP standards, particularly:
    • ED-136 – VoIP ATM System Operational and Technical Requirements
    • ED-137 – Interoperability Standards for VoIP ATM Components
    • ED-138 – Network Requirements and Performance for VoIP ATM Systems
  • Demonstrated knowledge of NAS Architecture, NAS modernization, and FAA NextGen programs.
  • Experience developing and maintaining KSN repositories and FAA technical documentation.
  • Prior experience supporting FAA acquisition, implementation, verification, validation, or life-cycle sustainment activities.
  • Experience working directly with Air Traffic, Technical Operations, FAA program offices, and technical stakeholders.
