Summary of Job
As a department dedicated to customer service and quality, the Information Technology Department supports a robust infrastructure, as well as a comprehensive suite of applications, and information access services to advance both current and future technology objectives, as well as the strategic priorities of the City of Sheboygan. This program is managed by the Information Technology Department. The City of Sheboygan is a HIPAA-covered entity, requiring all IT Department members to complete required training and maintain up-to-date knowledge of HIPAA rules, and relevant city policies.
Under general direction of the Director of Information Technology, the Communications & Electronics Tech is responsible for the installation, repair, and maintenance of all City-County electronic telecommunication and other related equipment. The Communications and Electronics Technician is responsible for the extensive hands-on computer-based management of the county-wide 800 MHz simulcast trunked radio systems. It is imperative job duties are performed with respect, integrity, objectivity and in the best interest of the City. This position requires a high level of confidentiality. All City employees are expected to be honest and truthful at all times.
Responsibilities
- Maintains, repairs, and programs all City and County-wide electronic telecommunication equipment, including software controlled two-way radio communication equipment, microwave equipment, vehicle radar systems, video and audio surveillance systems, video cameras, DVR & NVRs, displays, cable TV systems, audio and visual recording systems, door access control, and transcription devices.
- Is responsible for the extensive hands-on computer-based management of the City of Sheboygan controlled portion of the 800 MHz simulcast trunked radio systems, which includes maintaining all data bases and configurations, the programming and upgrading of subscriber radios and systems, the monitoring of system performance and alarms, and responding to system alarms which includes access to all system tower sites county-wide.
- In cooperation with the Sheboygan County Sheriff’s Department, serves and assists in the maintenance associated with the Sheboygan County Public Safety Dispatch center and the backup dispatch center, to include computer-based radio consoles public safety dispatch center which includes computer-based radio consoles, 911 telephone systems, fire and intrusion alarm monitoring system, CAD and TIME interface systems, digital recording systems, and all power back-up systems.
- Installs, maintains, and programs all City telephones and telephone systems, including telephone switching equipment, voice mail, and management of the IP telephony software.
- Represents the City in inter-jurisdictional communication planning initiatives and providing long-term strategic analysis of City radio and telecommunication issues and needs.
- Installs and maintains studio and transmission equipment.
- Sets up mobile and portable radio and other related equipment when required.
- Works closely with the Fleet Mechanics of the City to install radios, computer equipment, and electronics on City vehicles.
- Is responsible for the maintenance for the communication system of the City Emergency Warning System and the management software of that system.
- Is subject to emergency call-in as needed to remedy system or equipment malfunctions.
- Assists in the planning and installation of LAN/WAN wireless data, and other information systems and infrastructures.
- Conducts ongoing preventive maintenance programs for the above-related equipment and maintains computer records regarding maintenance of the equipment.
- Maintains and accounts for a proper supply of parts inventory and keeps accurate and complete computer records and reports.
- Is responsible for the installation, maintenance, and programming of the police building fire and security alarm systems.
- Ensures that all City radio antenna structures are properly maintained in compliance with FCC, FAA and OSHA regulations, and accurately maintains all FCC licenses required for the operation of all City radio equipment and systems.
- Is responsible for the installation and maintenance of all communication equipment associated with the joint City/County Emergency Operation Center (EOC).
- Is responsible for the maintenance and records associated with the Police Department Access Control System.
- Assists in the budget preparation as it relates to position activities. Prepares specifications for RFPs and requisitions and prepares purchase requisitions for submission through the Department Head.
- Provides city-wide training assistance on the use of radios, mobile data terminals, and various other equipment as needed.
Education & Experience
- Associate’s degree in electronics or a closely related field required.
- Minimum of four years of recent, relevant experience in the maintenance and repair of communications and electronic equipment required.
- Possession of a valid Driver’s License required.
- Experience with Motorola Simulcast P25 trunked multi-site radio systems required. Successful completion of Motorola training is preferred.
- Possession of an FCC radio telephone license or a certificate two-way radio technician certificate, APCO or NABER desirable.
- Possession of CompTIA Network+, Server+, and Security+ is desirable.
Qualifications & Skills
- Thorough knowledge of computer systems: PC’s, Servers, Active Directory, Routers, Switches, and Firewalls.
- Thorough knowledge of trade practices, methods, tools, and equipment in the audio and visual communications field.
- Must complete security awareness training and maintain CJIS compliance.
- Considerable knowledge of occupational hazards and safe work practices.
- Considerable ability in diagnosing problem areas and defects with electronics.
- Ability to work from blueprints, schematics, and written and oral instructions.
- A high sense of responsibility and initiative to work independently and productively without supervision.
- Must have good interpersonal skills with other employees, officials and the general public.
- Ability to communicate effectively in written and verbal form is required.
- Ability to prepare and maintain accurate and complete reports and records.
- Knowledge of basic mathematical principles required.
- Ability to act, make decisions, and justify action based on logic, good judgment, and rational thought.

On a frequent basis, must have the ability to stand, walk, sit, talk, and reach with hands and arms occasionally lift, bend, stoop, and retrieve files and boxes weighing up to 25-30 pounds. Position requires the operation of office equipment and required repetitive hand movement and fine coordination including use of computer equipment. Additionally, this individual is required to travel to other locations within Sheboygan. Must be available for occasional call ins outside of normal scheduled hours for emergencies.
