Job summary

Complete Building Services is seeking a Commissioning Manager to lead Operational Readiness for the startup of two acute-care hospitals in Northern Virginia. This role coordinates all readiness workstreams from contract start through Day-One activation, ensuring full TJC and CMS compliance.

Responsibilities include administrative readiness, project and budget management, utility and regulatory compliance, policy documentation, and facility turnover with construction-to-operations handoff.

Qualifications

• CHC/CHFM certification from the American Hospital Association is required or preferred.
• Bachelor's degree in Project Management, Facilities Management, Business Administration, Engineering, Construction, or Healthcare Administration/Health Services Management preferred.

Responsibilities

• Administrative Readiness: Review Commissioning Reports against design-intent, direct PM library population and CMMS asset-loading, and evaluate CMMS data extraction to compress timelines.
• Project Management: Coordinate readiness workstreams across two facilities; collaborate with client on staffing strategy and continuity plans.
• Budget Management: Support operating budget development and contract execution; verify maintenance scopes and coordinate procurement.
• Utility Management: Build a code-compliant asset baseline from construction blueprints; establish procedures for essential utilities and emergency shutoffs.
• Regulatory Compliance: Lead CMMS verification for Life Safety readiness; coordinate NFPA 101 egress, fire pump acceptance testing, and Medical Gas storage verification.
• Policy & Physical Environment: Verify Confined Space signage and entry procedures; document infection-control risk assessment.
• Facility Turnover: Lead construction-to-operations turnover; assemble and catalog manuals and drawings in digital format.
• Systems Verification: Verify cooling towers, water treatment and related systems; establish initial PM schedules in CMMS.

About the Role

Complete Building Services is seeking a Commissioning Manager to lead Operational Readiness for the startup of two new acute-care hospitals in Northern Virgina. This role serves as the single point of coordination across all readiness workstreams — from contract start through Day-One activation — ensuring both facilities achieve full TJC and CMS compliance.

Administrative Readiness — Review all Commissioning Reports against design-intent documentation; direct PM library population and CMMS asset-loading, including evaluation of CMMS data extraction to compress development timelines

Project Management — Coordinate all readiness workstreams across both facilities; partner with the client on a staffing strategy to backfill existing engineering resources during transition, defining required FTEs and continuity plans

Budget Management — Support operating budget development and contract execution; verify maintenance agreement scopes, solicit competitive vendor proposals, and coordinate spare parts and tools procurement

Utility Management — Build a verified, code-compliant asset baseline from construction blueprints; develop failure procedures for all essential utilities (Electricity, Water, Gas, HVAC, Boilers, Medical Gases, Generators); establish Elevator Evacuation Procedures and emergency shutoff documentation

Regulatory Compliance — Lead CMMS verification as the linchpin of Physical Environment and Life Safety readiness; coordinate egress door compliance (NFPA 101), fire pump acceptance testing, and Medical Gas cylinder storage verification (NFPA 99)

Policy & Physical Environment — Verify Confined Space identification, signage, and entry procedures; document Critical Pressure Relationship Areas for Infection Control risk assessment and compliance

Facility Turnover — Lead the final construction-to-operations process; assemble and catalog all O&M manuals, As-Built drawings, and Final Commissioning Reports in digital format via SharePoint

Systems Verification — Verify cooling towers, boiler chemical feed, domestic water treatment, CSP/Lab/Dialysis Water Treatment systems, Temperature and Humidity Monitoring, kitchen fire suppression, and air filter inventories; establish initial PM schedules in CMMS

Salary $100,000+ depending on experience

Full time: 40 hr per week

You Should Have

CHC (Certified in Healthcare Compliance) or CHFM (Certified Healthcare Facility Manager) from the American Hospital Association

Bachelor's degree in one of these fields is preferred:
