Town of Greenwich is seeking a seasoned assessor to lead valuation efforts across commercial, industrial, and residential properties. The role requires evaluating income-producing assets within CT statutes and supervising data collection and reporting under the CAMA system.
The candidate will oversee field inspections, ensure accuracy of valuations, and coordinate with boards and departments. A strong background in real estate appraisal and staff supervision is essential.
Performs responsible professional, technical and administrative work in the valuation of all types of real estate. Handles the discovery, listing and/or valuation of all commercial, industrial, utility and commercial oriented tax-exempt real estate.
Bachelor's degree from an accredited college or university in Finance, Real Estate, Accounting, Business Administration or a related field plus 5 years of experience in the valuation, appraisal or assessment of income-producing property. Priority consideration will be given to the candidate that possesses the General Certified Appraiser certification with the State of Connecticut, the MAI designation with the Appraisal Institute, and/or a CAE designation from the International Association of Assessing Officers (IAAO), or a comparable designation from another professionally equivalent organization.
Certification by the Connecticut Association of Assessing Officers as a Certified Connecticut Municipal Assessor II within the first five years of employment. Completion of courses 1A and 1B within two years.
Extensive knowledge of appraisal methods, techniques and procedures in the assessment and valuation of commercial, residential and personal property.
Working knowledge of Connecticut State Statues that govern the assessment of real estate and personal property.
Working knowledge of statistical and software applications in a computerized mass appraisal environment and the ability to perform complex mathematical computations and work in a computerized environment.
Ability to work independently and use professional judgment in all aspects of commercial real estate valuation.
Ability to supervise, develop and set priorities for subordinate staff.
Excellent communications skills to establish and maintain effective and cooperative working relationships with superiors, subordinates and co-workers as well as with other municipal departments and personnel.
Physical ability to perform field inspections of properties including measurement of buildings throughout the Town.
Valid driver’s license to operate a motor vehicle in the State of Connecticut.
Examination: 100% Training & Experience Assessment
The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. This type of examination requires that you completely fill out the application, adding pages for additional relevant information where needed, and attaching any documentation of certificates, degrees, other significant documents, etc. A candidate's eligibility to be interviewed will be based solely on material submitted at the time of application. Once the Eligibility List is prepared no further information may be submitted and no adjustments will be made.
Conducts meetings, and gives direction as necessary, with individuals or groups having questions with the assessment process including taxpayers, tax representatives, attorneys, appraisers, contractors, developers and others.
Performs other related duties as required.
All positions may be subject to an interview process. The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the examination, or any part thereof.
All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.
