Position Overview

The MCICOM G9 Installations Analytics Support Common Output Levels of Service (COLS) Program Analyst will support the G9’s Installation Analytics, Future Data Environment, and COLS program and to further develop an ecosystem in which data is collected, stored, and processed for strategic analysis supportive of the Installations portfolio. This will include, but is not limited to, leveraging technologies to periodically update, manage, and utilize data effectively to support strategic decisions.

Essential Job Function

  • Develop and refine the COLS framework installation function and subfunction capabilities, performance risk levels, and measures. (COLS Refresh).
  • Facilitate the development and implementation of the annual COLS other than labor costing, manpower costing, and performance management data collection efforts, including determining needed changes in efforts, analyzing and updating business rules, obtaining feedback from staff on required changes, and responding to requests for information.
  • Determine and manage detailed requirements to refine and develop the LFS Apps COLS Application for user input and to ensure accurate data imports from other systems. Develop reports and splash pages and dashboards required to improve staff review of data.
  • Determine and manage detailed requirements to further refine and develop the COLS Power BI Dashboard, incorporating required analyses, visuals with COLS data as well as imported PBIS and DAI data for all levels of the organization.
  • Provide administrative support for the management and maintenance of the COLS App, and for the COLS aspects of the Manpower App.
  • Facilitate COLS functional communities of interest (HQ and regional subject matter experts) in numerous tasks including refining COLS definitions and improving COLS cost estimates and performance data.
  • As required, support development and implementation of the COLS Executive Resource and Risk Management system to set MCICOM COLS levels for use in POM and for the year of execution. Assist in developing the data, issues and other facilitation needed for leadership in-process reviews (IPRs) for COLS performance data, assisting with the design and development of feedback loops, and problem resolution tracking.

Minimum Qualifications

  • Over 10 years of experience and BA/BS degree or MA/MS degree plus 5 years of experience.
