The incumbent is responsible for processing salary, supplemental, and/or hourly employee human resources and payroll transactions within the integrated Payroll/Human Resources Statewide Technology ( PHRST ) system at an advanced level. Additionally, the incumbent manages payroll accounting responsibilities and completes assigned special projects.
Nature and Scope
An incumbent typically reports to the collegewide director of payroll and compliance or collegewide assistant payroll manager. An incumbent must adhere to established practices and applicable State and Federal guidelines and serves as a liaison between campuses and outside agencies for assigned payroll functions and PHRST – related responsibilities.
Principal Accountabilities
An incumbent may perform any combination of the below listed accountabilities:
- Assists the collegewide director of payroll and compliance or collegewide assistant payroll manager in coordinating and executing daily payroll transactions for the College’s centralized payroll department while ensuring critical deadlines are met. Provides backup support as needed.
- Investigates, researches, and resolves complex payroll and PHRST -related issues for assigned payroll locations. Works with the collegewide director of payroll and compliance or collegewide payroll assistant manager to assess policies and procedures and ensures all payroll and PHRST -related forms are properly authorized before submission.
- Completes special projects assigned by the collegewide director of payroll and compliance or collegewide assistant payroll manager. Serves as a liaison with PHRST .
- Analyzes concurrent employees to ensure proper coordination of benefits and compliance with FLSA standards. Conducts biweekly analyses of paycheck earnings, deductions, and funding to ensure accurate allocations. Processes key fiscal reports, including start-up, payroll listing, and reconciliation reports.
- Evaluates and processes payroll for assigned salary, supplemental, and hourly payroll locations using the integrated PHRST system. Ensures compliance with applicable laws, regulations, policies, and procedures.
- Performs non- PHRST -related payroll processes, including recoding kickers, verifications, on-demand paychecks, tax calculations, and system data validation between PHRST and other State and College data systems.
- Audits, reconciles, and corrects personnel data forms (PDFs) and other payroll and human resources documents in PHRST for assigned payroll locations. Maintains accurate payroll records and ensure the payroll system reflects up-to-date employee information.
- Assists in internal and external payroll audits by providing necessary documentation and data.
- Identifies and recommends process improvements to enhance payroll accuracy, efficiency, and service delivery.
- Responds to inquiries from the Department of Labor, banks, mortgage companies, campus personnel, and State agencies regarding payroll-related matters.
- Performs other related duties as assigned.
Knowledge Skills and Abilities
- Knowledge of auditing procedures and fundamental accounting principles.
- Knowledge of applicable State and federal payroll laws, rules, and regulations.
- Knowledge College and State computerized payroll systems
- Knowledge of mathematical skills with the ability to perform complex computations accurately and efficiently.
- Skilled in office management and recordkeeping practices.
- Skilled in keyboarding, time management, and interpersonal communication abilities.
- Skilled in using payroll and human resources management systems, as well as State accounting and budgeting systems.
- Skilled in problem-solving and ability to manage multiple tasks while meeting critical deadlines.
- Ability to interpret and apply payroll-related regulations effectively.
- Ability to operate computers and other office equipment proficiently.
- Ability to effectively communicate and relate to a diverse population in a multicultural environment.
Minimum Qualifications
Associate degree or higher in a related field and four (4) years of relevant experience; or other equivalent combination of education and experience.
