Job summary

Wharton-Smith, Inc. is seeking an experienced Project Manager with a strong background in municipal Water/Wastewater construction or design.

The role focuses on preconstruction activities, coordinating between engineering, estimating, and operations teams, and delivering GMP strategies that align with budget objectives. The ideal candidate will manage client relationships, lead risk assessments early in design, and guide delivery models such as CMAR or Progressive Design-Build to ensure

Qualifications

• 7+ years of municipal Water/Wastewater construction or design experience.
• PM experience on municipal Water/Wastewater projects.
• Experience developing or supporting GMP pricing.
• Experience with CMAR/Progressive Design-Build or similar delivery models.
• Proficiency with scheduling software (P6 preferred) and cost management systems.
• Strong written and verbal communication skills.

Responsibilities

• Support proposal development, RFQs, and RFP responses.
• Lead coordination between engineering and estimating teams during design phase.
• Review drawings, geotechnical reports, and specifications for constructability.
• Develop GMP budgets and bid packages; track preconstruction financials.
• Lead milestone and stakeholder coordination meetings; maintain preconstruction schedules.
• Identify and develop new business opportunities and clients; expand market reach.
