Domain-Medicaid Enterprise Data Warehouse
Position Summary
This is not a developer role, though collaboration with developers may occur.
The Cognos Administrator is responsible for the installation, configuration, security, performance, and ongoing support of the IBM Cognos Analytics environment used by the Medicaid Enterprise Data Warehouse (EDW). This role ensures reliable delivery of operational, analytical, and federally mandated reports to state agencies, CMS, and internal stakeholders while maintaining compliance with HIPAA, CMS, and state security requirements.
Key Responsibilities
- Install, configure, upgrade, and patch IBM Cognos Analytics (including gateways, application servers, and content manager components).
- Manage Cognos environments across Development, Test, UAT, and Production.
- Monitor system health, job schedules, and report execution performance.
- Troubleshoot and resolve Cognos platform issues, outages, and performance bottlenecks.
Security & Access Control
- Configure Cognos security using ForgeRock integration.
- Manage roles, groups, object-level permissions, and data-level security.
- Ensure HIPAA-compliant access to PHI and PII.
- Support audit requests related to user access and report usage.
Report Operations & Scheduling
- Administer report schedules, bursting, distribution, and subscriptions.
- Support high-volume batch reporting (e.g., MMIS, claims, provider, eligibility, financial reports).
- Coordinate report promotions and content migrations between environments.
Performance & Optimization
- Tune Cognos configurations for large datasets and complex queries.
- Collaborate with EDW DBAs and ETL teams to optimize queries, indexes, and data models.
- Identify and resolve long-running or failed reports.
Change & Release Management
- Support report and platform releases following ITIL or SDLC processes.
- Maintain rollback procedures and disaster recovery readiness.
Compliance & Federal Reporting Support
- Support CMS-required reports (e.g., T-MSIS, MBES/CBES, financial and program integrity reporting).
- Ensure reporting availability and timeliness for federal and state audits.
- Document Cognos configurations, processes, and operational procedures.
- Work with report developers, business analysts, and data modelers.
- Provide Tier 2/Tier 3 support for Cognos-related incidents and service requests.
- Assist end users with access issues and basic report execution troubleshooting.
Required Qualifications
Technical Skills
- 5+ years of experience administering IBM Cognos Analytics (or Cognos BI).
- Strong knowledge of Cognos architecture, security, and deployment.
- Proficiency in SQL and understanding of relational data models.
- Experience supporting large enterprise data warehouses.
- Familiarity with Unix/Linux and/or Windows server environments.
- Experience with job scheduling, monitoring, and performance tuning.
- Experience supporting Medicaid, MMIS, or healthcare data environments.
- Understanding of claims, eligibility, provider, and financial data domains.
- Familiarity with HIPAA, CMS, and state Medicaid reporting requirements.
Preferred Qualifications
- Experience with Medicaid Enterprise Data Warehouse or MITA-aligned systems.
- Exposure to T-MSIS reporting and CMS federal submissions.
- Knowledge of DataStage, Informatica, or other ETL tools.
- Experience with cloud environments (AWS, Azure, or GCP).
- ITIL or relevant technical certifications.
