The City of Winter Garden is seeking a Code Enforcement Supervisor to lead officers and ensure compliance with zoning, housing, and other city codes.

Qualifications

Job description

WORK OBJECTIVE

This is a position responsible for enforcing the zoning, building, signage, and public nuisance codes of the City of Winter Garden. Under the supervision of the Public Services, Director of Operations, assures compliance of new or existing structures, property and areas with the City of Winter Garden Codes and Ordinances by observation and inspection. Issues citations to violators and prepares written reports that document violations observed and measures taken to correct them.

ESSENTIAL FUNCTIONS
  • Supervises all Code Enforcement Officer(s), including performance management, training, and participation in recruitment, selection, and onboarding processes.
  • Logs complaints and assigns them for investigation.
  • Schedules for cases to be presented to the Code Enforcement Board and provide evidentiary testimony/documents on violations.
  • When needed, reviews, prepares, and forwards violation case packets to the County Court for prosecution and hearings, while participating in providing evidentiary testimony on violations at these hearings.
  • Provides direction when violations/deficiencies are discovered and issues “Stop Work” orders or citations for noncompliance with appropriate codes. Investigates complaints, makes reports of field inspections, and may consult with the City Attorney’s office and act as witness in prosecution of code violators.
  • Inspects residential, industrial and commercial sites within the City to assure compliance with housing ordinances. Investigates complaints and notifies all parties not complying with the charges required in developing written evidence for possible legal action. Files “Notice and Order” complaints against violators.
  • Meets with various community groups to educate, provide information, solve existing zoning or housing problems, while also developing programs to improve the overall quality of the neighborhood.
  • Patrols neighborhoods, identifying violations of health, zoning, business licensing, and other city ordinances and enforcing applicable law. Enforces ordinances in response to complaint calls, dispatched calls or personal observation.
  • Investigates complaints on non-building problems such as grading, blowing dust and debris, mud and dirt in streets and zoning violations.
  • Inspects neighborhoods, housing, commercial sites, and structures for possible health and sanitation violations and makes appropriate referrals.
  • Investigates and assists the Building Department in the legal process of the abatement of abandoned and dangerous buildings.
  • Maintains an accurate daily log and list of current inspections, complaints, and problems reported for ongoing status tracking. Prepares all necessary documents and inputs all ordinance cases into the computer program. Prepares cases for the court/code hearings and appears in court as needed.
  • Provides statistical reports on the unit’s activities.
  • Reviews work with the Public Services Director of Operations and/or Code Enforcement Manager through conferences, reports and effectiveness of results achieved.
MINIMUM QUALIFICATIONS
  • High school diploma or a General Education Diploma; Associate Degree in a related field preferred.
  • Three (3) years of hands-on code enforcement experience, including extensive knowledge of code enforcement rules and regulations. Demonstrated professional growth with increasing responsibilities in code enforcement, including supervisory experience, is highly desirable.
  • Maintains a Valid Florida driver’s license and acceptable driving record.
  • Bilingual (English and Spanish), both reading and writing.
KNOWLEDGE, SKILLS AND ABILITIES
  • Ability to use Microsoft (Excel, Word, Access, PowerPoint, Outlook) and HTE software applications.
  • Ability to work collaboratively and cooperatively, as a team player, within the Support Services Division.
  • Strong interpersonal skills for building and maintaining professional relationships with diverse groups including residents, coworkers, other City departments, all organizational levels, and other code enforcement/law enforcement agencies, both on the telephone and in person.
  • Knowledge of policy management and supervisory techniques.
  • Ability to demonstrate professionalism, composure, use excellent judgement and discretion, react quickly, and work effectively under stressful conditions and situations.
  • Skilled in the use of modern office equipment including computer hardware and software programs.
  • Demonstrates strong attention to detail with the ability to perform basic mathematical calculations; make inferences from written and verbal materials; sort, separate, file and distribute various reports or materials; and produce original correspondence requiring proper sentence structure, grammar, and punctuation.
  • Ability to understand and follow oral and written instructions while successfully multi-tasking and prioritizing workload.
  • Ability to learn and maintain knowledge of geography and boundaries of the City of Winter Garden.
  • Ability to maintain strict confidentiality in the performance of job responsibilities.
ENVIRONMENTAL & PHYSICAL REQUIREMENTS
  • Work is performed in both indoor and outdoor environmental conditions with exposure to varying weather conditions including exposure to inclement weather, heat, humidity, cold, dust, fumes, loud noise, uneven surfaces, and poor lighting.
  • Daily exposure to conditions of buildings or facilities under varying stages of construction, demolition, or disrepair, including materials used in the building trade.
  • Ability to perform tasks that involve sitting, standing, walking, grasping, handling and feeling with hands and fingers, reaching with hands and arms, climbing, balancing, talking, hearing, kneeling, bending, stretching, twisting, stooping, crouching, crawling, pushing, pulling, and driving a motor vehicle.
  • Ability be sit, stand, walk, climb (i.e., ladders) and balance for long periods of time.
  • Requires visual and muscular dexterity and eye/hand/foot coordination for extended periods and the ability to occasionally climb ladders, work at heights, and/ or in confined spaces.
  • Physically able to operate a variety of machines and equipment including automobile, office equipment, radio, telephone etc.
  • Ability to remain alert at all times.
  • Ability to regularly move, lift, carry, push, and pull up to 25 pounds and occasionally up to 50 pounds.
  • Requires sufficient visual acuity (i.e., read plans and blueprints, see details of objects, distinguish between colors and shapes, etc.), periods of prolonged visual concentration, and the ability to hear above considerable noise levels (i.e., at building sites).
