Job description

Performs supervisory and technical fieldwork to ensure compliance with Village Code of Ordinances, and State minimum housing standards. Supervises the day-to-day operations of assigned Code Enforcement Officers and conducts field inspections and investigates related complaints. Requires strong communication and organizational skills and the ability to exercise a considerable degree of independent judgment. This is a civilian position, which involves a working knowledge of Village Code of Ordinances and Florida State Statutes. The following duties are normal for this position.

• Supervises, monitors, and directs work assignments of assigned code enforcement personnel. Prepares the inspectors schedules and meeting dates to maintain proper area coverage and maximize efficiency.
• Performs daily inspections of residential, commercial, and industrial properties to ensure conformance with Village Code of Ordinances.
• Conduct field investigations related to landscaping, land usage, property development, noises, environmental crime, fencing and various related public complaints implied in Building and Zoning requirements.
• Issuance of Violation Notices and case preparation, including testimony to be presented before the Village of Palm Springs Special Magistrate.
• This position entitles the initial and follow-up investigation of citizen complaints to determine validity and routine inspections in both residential and commercial districts.
• Assists public with information on Building and Zoning related matters.
• Checks problem areas regularly for violations and takes photographs and measurements to properly document findings.
• Facilitates the communications for property lien negotiations as well as Foreclosure registry.
• Gathers information such as Lien and fine information for all public records requests.
• Assists Public Safety personnel in interpretation and enforcement of code violations in a non-sworn capacity.
• This position consists of field and office work and involves the use of skills acquired through education and experience.
• Attends and represents the Village at related board meetings and public hearings.

High School diploma or GED is required. Must maintain a valid Florida Drivers’ License. Four (4) years progressively responsible field experience, preferably in municipal code enforcement. Must attend Code Enforcement Officer Certification classes and receive Certification. Willingness to attend continuing education courses is required.

• Ability to supervise and monitor division personnel.
• Develops and implements goals objectives policies and operating procedures pertaining to the code enforcement division.
• Trains new code enforcement officers
• Must have the knowledge, understanding and acceptance of Village’s voluntary compliance philosophy. The ability to utilize discretionary skills in the application of assigned duties is necessary. Knowledge of the Village Code of Ordinances and Florida State Statutes is required. Knowledge of the geography of the Village is necessary. Must be able to interpret Code of Ordinances to the public and Public Safety Personnel.
• Requires the ability to make decisions in the field in accordance with appropriate code regulations. Must be able to plan, organize and coordinate work. Should be able to meet and deal with the public in a professional manner and maintain a pleasant and calm demeanor with upset or irate citizens.

The ability to develop proficiency in the use of the various research materials available to the unit is required. Must be able to input, access and retrieve information from a computer. Knowledge of the functions, procedures and policies of the Public Safety Department is required. Must have the ability to speak clearly, distinctly and politely.

PHYSICAL DEMANDS

Acceptable eyesight and hearing with or without corrections is required. Must be capable of sitting, walking, standing and driving for extended periods of time.
