Buncombe County offers in-office, hybrid, and remote positions. Employees in positions that are approved for remote work must work at a location within a 2-hour drive from the position's assigned Buncombe County facility. Hybrid position (office/remote) that reports directly to the Inspections Division Manager with typical hours from 7:00 a.m. to 4:00 p.m . The manager will oversee a team of six to seven inspectors and handle key personnel responsibilities.

This role requires four Standard Level III certifications in Building, Plumbing, Electrical, and Mechanical from the North Carolina Code Qualification Board.

The anticipated start date for this position is no earlier than October 5, 2026.

Purpose of the position:

The primary purpose of this position is to perform administrative, supervisory, and skilled inspection work to ensure compliance with established codes governing electrical, building, mechanical and plumbing trades.

Minimum Education, Training and/or Experience (required at time of hire):

Associate degree in related field and a minimum five (5) years of experience in residential and/or commercial construction work, including at least three (3) years of experience as a Code Enforcement Officer III; or the equivalent in education and experience.

Additional Training and Experience:

Minimum of 24 hours of continuing education annually.

License or Certification Required by Statute or Regulation:

Must possess and maintain a valid North Carolina driver's license. Must possess and maintain Standard Level III certifications in all four trades (electrical, building, mechanical and plumbing) (Not including fire).

Physical Requirements:

Lifting is considered medium work requiring exertion up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Position includes bending, reaching, squatting, manual dexterity, repetitive motion, and the ability to distinguish colors. Visual acuity is required. This position involves significant standing, walking, and sitting for extended periods of time. The work is performed in an environment that require decisions involving people, resources, and property and may lead to major community or organizational consequences.

Supervisory/Leadership Responsibilities:

Supervise a group of employees with responsibility for assignment and flow of work, employee development, appraisal, and eliminating ordinary difficulties. Work activities likely affect the accuracy, reliability, or acceptability of services to the extent that others rely on the advice given in order to make decisions.

Essential Functions of the position:
  • Plan, organize and assign work to ensure all requests for inspections and plan review are processed in a timely manner and in accordance with established procedures.
  • Check plans and specifications for proposed installation to ensure the codes and ordinances have been followed for both residential and commercial buildings.
  • Administer routine personnel matters effecting assigned team including, recruitment and selection, training, work schedules, evaluating and managing performance, and providing effective, clear, and timely communication.
  • Assist in developing departmental goals and policies pertaining to inspections guidelines and procedures.
  • Conduct quality control reviews and evaluations of permit issuance to ensure customer service, productivity, and efficiency, and resolve work-related complaints and issues that cannot be addressed by staff.
  • Perform inspections as a Code Enforcement Officer III, via on site or virtual, for code compliance in the areas of electrical, mechanical, gas, plumbing and building.
  • Review and study building code regulations to stay informed of changes in building codes and ordinances; Interpret, apply, and enforce the rules and regulations relating to the construction, repair, and maintenance of residential and commercial buildings.
  • Enforce state and local codes to the extent authorized, issuing stop-work orders and pursuing other legal remedies, as necessary. Appear in court to present evidence as necessary.
  • Maintain records of inspections, violation notices, investigations, and other related data.
  • Attend and participate in meetings, and/or prepare correspondence, with builders, contractors, building owners and occupants, to advise them
