Job summary

New York State Department of State Education Unit seeks a Code Compliance Specialist 1 to support formal investigations, trainer development, and statewide enforcement learning initiatives. You will deliver online and in-person training to large groups, mentor peers, and collaborate with counsel on code provisions.

The role includes reviewing local building codes, supporting regional offices, and ensuring training content is comprehensive, accurate, and engaging.

Qualifications

• Code Enforcement Official certification under Title 19 NYCRR, Part 434 or Part 1208 required.
• Bachelor’s or higher degree in architectural/engineering disciplines listed.
• Two years of full-time qualifying experience (with a degree) or four years without.
• Masters/JD may substitute for years of experience as specified.

Responsibilities

• Assist in conducting formal investigations and refer to the Office of Administrative Hearings.
• Conduct audits for training requirements for Code Enforcement Officials and Building Safety Inspectors.
• Develop, revise, and update course content by set deadlines; ensure material is clear, accurate, and creative.
• Deliver online and large-group training (300-400 students); mentor staff to improve delivery and outcomes.
• Provide regional support across the state with training, technical assistance, plan reviews, inspections, and questions.
• Review and analyze codes; prepare reports; work with counsel to propose new or revised provisions.
• Review local laws and ordinances governing building construction.

Education

Code Enforcement Official certification (NY 19 NYCRR 434/1208)

Bachelor’s or higher degree in engineering or architecture

Associate degree in engineering field

Four or six years of qualifying experience (enforcement/inspection/teaching)
