Job summary

Bexar County is seeking a Code Compliance Officer to enforce health and safety codes and investigate environmental complaints. The role includes on-site inspections of on-site sewage facilities, processing violation notices, and coordinating with homeowners and installers to achieve compliance.

Qualifications

• Bachelor’s degree in Biology, Public Health, Sanitary Science or related field with two years of environmental/public health or code enforcement experience, or licensing program with five years of related experience, or equivalent combo.
• Good knowledge of OSSF regulations; basic sanitary engineering principles; and environmental health standards.
• Must obtain or hold State Certified OSSF Inspector certification within two years.
• Must have a valid driver’s license and be able to pass background and pre-employment screenings.

Responsibilities

• Receive and investigate environmental health and safety nuisance complaints from the public.
• Inspect on-site sewage facilities for compliance with state and county regulations.
• Schedule inspections and coordinate with installers and homeowners; issue citations if needed.
• Update OSSF records and maintain compliant documentation.

Job Title Code Compliance Officer - C Pay Rate Min to Mid Range $21.79 - $25.61 Time Type Full time

Summary

Under general direction, is responsible for enforcement and compliance of the health, safety and general welfare of the public from adverse environmental determinants; enforces State and County Health and Safety Codes and Ordinances; identifies and investigates citizen complaints of public nuisances and quality of life issues through onsite inspections, scheduled visits, and non-scheduled visits.

Duties and Responsibilities:

• Receives and investigates environmental health and safety nuisance complaints from the public
• Researches properties to confirm previous septic system violations
• Processes violation correspondence and affidavits on property owners
• Inspects on-site sewage facilities for compliance with State and County OSSF regulations
• Processes appropriate inspection and licensing documentation
• Schedules inspection appointments and meets with installers and home owners
• Seeks voluntary compliance or issues citations and initiates abatement procedures
• Enforces OSSF regulations related to on-site sewage facility complaints
• Updates OSSF computer records on septic system information such as location, completion, registration and violations
• Performs related duties as required

Minimum Qualifications:

• Graduation from an accredited college or university with a Bachelor’s Degree in Biology, Public Health, Sanitary Science or a closely related field, and two (2) years of environmental, public health and/or code enforcement experience; or graduation from an accredited licensing program for Code Enforcement and five (5) years of environmental or public health experience; or an equivalent combination of education and experience
• Good knowledge of OSSF State and County regulations; good knowledge of basic sanitary engineering principles and methods; good knowledge of environmental health and safety standards and practices
• Skill in operating basic surveying equipment; skill in operating personal computer
• Ability to perceive or visualize spatial relationships of plane and solid objects; ability to effectively respond to customer inquiries and complaints; ability to operate basic surveying equipment; ability to operate personal computer; ability to establish and maintain effective working relationships with co-workers, County employees, outside agencies, contractors and the public
• Must be a State Certified OSSF Inspector or must obtain a State Certified OSSF Inspector certification within two (2) years of the hiring date
• Must secure and maintain a favorable background investigation
• Must clear a pre-employment physical and a pre-employment drug screen test
• Must have a valid driver’s license
• May be required to work more than 40 hours during the workweek
