Job summary

Millcreek City is seeking a Code Compliance Inspector to ensure compliance with city code through inspections and investigations in designated areas. The role involves inspecting businesses and properties, evaluating against ordinances, and initiating actions to correct violations found.

Under the Building Services Director, you will enforce parking regulations, coordinate with Public Works and Police, and conduct field investigations.

Qualifications

  • High School Diploma or G.E.D. required.
  • At least two (2) years’ public contact experience conducting field inspections, investigations, code enforcement, and/or related work.
  • Valid Utah Class D Driver’s License required.
  • Knowledge of parking ordinances, traffic regulations, and applicable state laws.

Responsibilities

  • Enforce parking ordinances and regulations city-wide, including City Hall and public properties.
  • Conduct routine parking patrols; respond to complaints about parking violations and related concerns.
  • Issue warnings, citations, and enforce city ordinances and procedures.
  • Investigate violations; document findings and prepare reports.
  • Coordinate with other departments on enforcement issues and special events.
  • Inspect for zoning and code violations; advise owners and coordinate solutions.
  • Respond to citizen complaints regarding alleged violations of city codes and obtain testimony when required.
  • Enforce additional ordinances; prepare investigative reports and coordinate with city legal staff if needed.
  • Maintain equipment and vehicle; perform other duties as assigned.

Under the direction of the Building Services Director, the Code Compliance Inspector assures compliance with City code through regular inspections and investigations for specifically designated areas. This position is responsible for inspecting businesses and/or residential properties and evaluating against appropriate ordinances to determine violations and initiate actions to correct violations that are found.

This position has no supervisory responsibilities.

ESSENTIAL JOB FUNCTIONS
  • Enforce City parking ordinances and regulations throughout Millcreek, including City Hall and other public properties, rights-of-way, and designated parking areas.
  • Conduct routine parking patrols and respond to citizen complaints regarding parking violations, abandoned vehicles, restricted parking areas, and other parking-related concerns.
  • Issue warnings, citations, and other enforcement actions for parking violations in accordance with City ordinances, policies, and procedures.
  • Investigate parking-related complaints and violations; document findings, maintain enforcement records, and prepare reports as required.
  • Coordinate with Public Works, Police, and other City departments regarding parking enforcement issues, special events, construction impacts, and traffic control needs.
  • Assist with monitoring and enforcing parking restrictions associated with snow removal operations, street maintenance activities, and public safety concerns.
  • Conduct inspections for City code and ordinance violations; determine the nature of the violation and advise the property owners and others as needed; coordinate and monitor solutions.
  • Respond to citizen complaints regarding alleged violations of city codes, ordinances, and regulations within a specifically designated area.
  • Conduct field investigations and property inspections to determine extent of violations; check for "clear view" on corner lots; monitor sign compliance; monitor property use for zoning compliance; prepare various investigative reports; initiate legal proceedings where appropriate and coordinate the same with city legal staff; may administer preliminary sanctions as allowed by ordinance or code; give testimony in a court of law as required.
  • Enforce zoning violations, weed abatement, nuisances, parking regulations, and other City ordinances; investigate and enforce unauthorized dumping within Millcreek. Enforce City ordinances by issuing warnings, misdemeanors, administrative citations, parking citations, or other appropriate corrective action measures. May assist in the review and modification of codes, ordinances, and regulations; receive legal interpretations as needed to direct enforcement of compliance; make recommendations related to practical application of codes and ordinances.
  • Responsible for the proper care and maintenance of assigned equipment and vehicle.
  • Perform other duties as assigned.
Qualifications

MINIMUM QUALIFICATIONS

  • Education and Experience:
    • High School Diploma or G.E.D. required.
    • At least two (2) years’ of public contact experience conducting field inspections, investigations, code enforcement, and/or other related experience required.
  • Special Qualifications:
    • Valid Utah Class D Driver’s License required.
  • Knowledge, Skills, and Abilities:
    • Knowledge of City parking ordinances and traffic regulations, citation procedures, and applicable state laws related to parking enforcement.
    • Ability to exercise sound judgment and maintain professionalism when interacting with the public in potentially contentious enforcement situations.
    • Knowledge of public zoning laws and city and state codes and ordinances related to multiple aspects of property rights, boundaries, subdividing and zoning, signing, etc.; the legal system; securing sanctions for violations; and other various investigative techniques.
    • Ability to read maps, locate property, keep operating records, and maintain various reports.
    • Ability to enforce regulations with firmness, tact, and impartiality.
    • Skill in diplomacy, cooperative problem-solving, and the ability to exercise good judgment in difficult situations.
    • Excellent oral communication and interpersonal skills to explain rules and procedures clearly to the public.
    • Ability to operate a personal computer and Microsoft Office products.
    • Ability to establish and maintain effective working relationships with the public, fellow employees, elected officials, and other public agencies.
WORKING CONDITIONS
  1. Environment: Work is performed primarily in a standard office environment with required daily travel to different indoor/outdoor sites throughout Millcreek.
  2. Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to verbally communicate to exchange information; and some exposure to inclement weather conditions including heat, rain, cold, and snow.
  3. Vision: See in the normal visual range with or without correction.
  4. Hearing: Hear in the normal audio range with or without correction.
  5. Attendance/Work Schedule: Employee is expected to be in the city offices during normal business hours Monday through Friday, however, may occasionally be required to work extended hours including evenings and weekends. On-call status may also be required.
