Job summary

City of St Joseph seeks a qualified Housing & Property Maintenance Code Enforcement Division Supervisor to plan, manage, and supervise inspections and enforcement activities, investigate complaints, and prepare reports.

Under the Community Services Director, this role oversees division staff, coordinates with city departments and neighborhood groups, develops programs, manages budgets, and supports performance evaluation through data reporting.

Qualifications

• Bachelor's degree in public or business administration, urban planning, or related field.
• 3-5 years experience managing ordinance/inspection enforcement activities and staff, with knowledge of state codes and local ordinances, HUD guidelines, inspections and enforcement procedures relating to building and environmental concerns.
• Demonstrated experience in financial management techniques and procedures, including preparation and execution of budget oversight.
• Ability to communicate effectively with the public and to satisfactorily resolve conflicts of service complaints; the ability to maintain tact and diplomacy in working with the public.
• Ability to establish and maintain excellent relations with department and City staff as well as business owners, landlords, residents, and the general public through a high level of public contact.
• 3-5 years experience working with residents and neighborhood groups to solicit input, resolve problems and maintain positive customer relations.

Responsibilities

• Plans, manages, and supervises housing and property maintenance code inspections and enforcement activities.
• Investigates complaints and prepares and maintains reports; coordinates with the Community Services Director.
• Oversees a rental inspection and permitting program to ensure safe and sanitary housing.
• Prepares and presents reports for Board of Appeals hearings; analyzes neighborhood enforcement data.
• Provides excellent customer service and coordinates with residents, neighborhood groups, and other city departments.
• Develops, implements, monitors, and reports division programs and projects, including budget management and staffing.
