Job summary

City of St. Charles is seeking a Code Enforcement Manager to lead the Code Enforcement Division within the Community Development Department.

The role oversees staff, coordinates enforcement actions, and engages with property owners and professionals to ensure code compliance and property maintenance standards. The position requires extensive building inspection experience, strong supervisory skills, and applicable ICC certifications.

Qualifications

  • Five years of building inspection and code enforcement experience.
  • Three years supervisory experience preferred.
  • Valid drivers license required.
  • ICC Building Inspector and related certifications preferred.

Responsibilities

  • Manage the Code Enforcement Division and supervise staff.
  • Advise the public, property owners, architects, engineers, developers, contractors and others on enforcement processes and maintenance standards.
  • Act as liaison to other city agencies and departments.
  • Respond to code violation concerns from city officials and council.
  • Attend and participate in City meetings as assigned.
  • Issue summons and testify in Municipal Court for code violation cases.
  • Develop division policies and procedures.
  • Assist Director with division operating budget and CIP budgeting.
  • Support flood plain management and public safety code enforcement efforts.
  • Direct the department's mosquito control and related public health duties.

Essential Duties and Responsibilities

  • Manage the Code Enforcement Division including supervision of code enforcement personnel.
  • Informs and advises the general public, property owners, architects, engineers, developers, contractors and others regarding code enforcement, violation correction procedures and property maintenance standards.
  • Act as inspection and or code enforcement liaison to other agencies and departments.
  • Respond to code violation concerns from the Mayor, City Council, Director of Administration and Department Director.
  • Attends and participates in City meetings as assigned.
  • Issue summons and approve summons and search warrants issued by staff. Testify in Municipal Court in code violation cases.
  • Develop Division policies and procedures.
  • Assist Director with development of division operating budget and C.I.P. budget.
  • Assist Flood Plain Manager.
  • Assist Police Department with enforcing the cleanup of illegal drug manufacturing sites.
  • Assist Fire Department with evaluation of fire damage.
  • Directs the department's mosquito control program.

Minimum Training and Experience Required

  • Vocational or technical training in building trades, construction management, building inspection or related field.
  • Five years building inspection/code enforcement experience.
  • Three years supervisory experience preferred.
  • Valid Driver's license required.
  • ICC Building Inspector, Property Maintenance and Certified Building Official certifications preferred.
  • Any combination of education and experience that provides equivalent knowledge, skills, and abilities.

Physical Abilities Required to Perform Essential Job Functions

  • Ability to work under generally safe and comfortable conditions where exposure to construction site hazards such as toxic agents, noise, vibrations, wetness, machinery, electrical currents and/or dust may cause discomfort and poses little risk of injury.
