Job summary

The State of South Carolina DMV is seeking a Senior COBOL Developer to maintain and enhance core drivers and vehicles systems. You will work on mission-critical COBOL applications, Oracle SQL databases, and provide L3 production support in a Windows-based client/server environment.

The role requires leadership of technical software teams, collaboration with business units to review specifications, and ensuring software meets detailed requirements. Onsite engagement in Blythewood, SC is required.

Qualifications

10+ years of experience with Visual and/or Micro Focus COBOL
1+ year of experience with Visual COBOL V9
10+ years in Windows-based client-server environments
10+ years leading technical software development teams
10+ years coding and testing COBOL-based business systems in Oracle SQL
10+ years providing L3 production support
10+ years as primary technical contact with business units
10+ years in systems analysis, design, coding, testing, debugging, and implementation

Responsibilities

Maintain and develop complex COBOL applications in a Windows-based Client/Server environment.
Perform system analysis, design, coding, testing, debugging, and implementation for new and existing systems.
Develop and maintain COBOL-based business systems using Oracle SQL databases.
Provide Level 3 production support for critical applications.
Lead technical software development teams in planning and deployment of software systems.
Serve as primary technical contact with business units to gather, develop, and review specifications.
Ensure delivered software meets business and technical requirements.
Support maintenance and enhancement of SC DMV systems.
Troubleshoot complex issues and participate in testing and deployment activities.

Scope of Project:

The State of South Carolina is seeking a Senior COBOL Developer to support the maintenance and development of the core DMV business systems supporting South Carolina's Drivers and Vehicles. The selected consultant will work on complex, mission-critical COBOL applications, Oracle SQL databases, production support, system development, and technical software team leadership.
