Oklahoma Employment Security Commission (OESC) seeks a skilled COBOL Programmer to support and maintain core unemployment insurance processing systems on the GCOS8 mainframe. The role emphasizes robust COBOL development, mainframe maintenance, and collaboration with business analysts and staff.

Candidates should have COBOL experience, Linux command-line skills, and familiarity with state government systems. On-site attendance is essential, with duties evolving as needed.

Qualifications

• Minimum of twelve credit hours of computer science or MIS coursework or completion of 156 hours of vocational/technical education resulting in certification in applications development.
• At least 1 year of development and analysis experience.
• Preference given to a bachelor’s degree in computer science or information systems or equivalent professional work experience.
• Experience with state government systems or unemployment insurance frameworks is a plus.

Responsibilities

• Application Development: design, develop, test, and implement COBOL solutions in a mainframe GCOS8 environment.
• On-Call Support: participate in rotating on-call schedule and provide 24-hour support when assigned.
• System Maintenance: troubleshoot production issues and perform routine maintenance.
• Requirements Analysis: evaluate business needs and gather requirements with stakeholders.
• Cross-Platform Navigation: use Linux commands to navigate file systems and support data transfers.
• Legislative Updates: translate new unemployment mandates into technical logic.
• Documentation: maintain technical documentation for new code and legacy processes.
