Job description

The role of Clinics Manager is integral to the mission and vision of San Mateo Medical Center. We are seeking experienced supervisors and/or managers of outpatient clinics to apply for this opportunity. San Mateo Medical Center is a public hospital and clinic system fully accredited by The Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and an acute-care hospital in San Mateo. The mission of San Mateo Medical Center is to "partner with patients to provide excellent care with compassion and respect." As part of an integrated Health System, the Medical Center serves the healthcare needs of all residents of San Mateo County, with an emphasis on education and prevention.

We are seeking two Clinics Managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The Clinics Managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior level management. The Clinics Managers also lead and participate in complex performance improvement activities; develop systems to track progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and develop and sustain effective employee engagement processes. The Clinics Managers exercise direct and indirect supervision over a diversified team of clinical and support staff.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care and pediatrics; as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability in leading complex performance activities.

Duties may include, but are not limited to, the following:
  1. Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
  2. Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and community health care needs.
  3. Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patient with medical staff to ensure appropriate care is provided.
  4. Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.
  5. Develop, present and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.
  6. Act as liaison between senior level management, advisory boards and commissions, regulatory bodies and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
  7. Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments and agencies.
  8. Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.
  9. Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes and regulations.
  10. Provide highly complex staff assistance to senior level management and related commissions and advisory boards on program issues.
  11. Prepare a wide variety of detailed written reports, policies, procedures and contracts.
  12. Perform related duties as assigned.

Knowledge of:
  1. Principles and practices of public administration, and program management, including planning, implementation and evaluation and reporting.
  2. Principles and methods of outpatient health service delivery, including current trends in education, research, treatment and prevention.
  3. Laws, codes and regulations governing community health care and knowledge of County, state and federal legislative developments applicable to contemporary health issues.
  4. Community resources and public/private services and funding sources.

Skill/Ability to:
  1. Identify and analyze complex community health issues and problems.
  2. Plan, organize, and coordinate health care programs and services to meet community needs.
  3. Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
  4. Apply principles and techniques of community organization.
  5. Speak effectively to diverse audiences, including clinical, professional, civic and citizen groups.
  6. Develop and maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.
  7. Prepare complex and detailed written reports, program policies, procedures and contracts.
  8. Train staff and coordinate activities of contractors, volunteer groups and staff.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  1. Three years of administrative or managerial experience in a health care delivery, social or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources or program evaluation.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

Applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
