Job summary

Department of Health and Social Services (DHSS) in Delaware is seeking a Clinical Services Administrator to oversee policy implementation, supervise program staff, and ensure quality assurance across services for beneficiaries with severe mental illness in New Castle County.

The role requires coordinating with contracted providers, agencies, and courts, guiding policy development, and maintaining compliance with budget constraints.

Qualifications

• Three years in health or human services work applying theories, laws and practices.
• Six months in health or human services program administration including guidance to staff.
• Six months developing policies and procedures.
• Six months supervising staff including planning, assigning, reviewing and evaluating their work.
• Knowledge of budget management within appropriation limits.

Responsibilities

• Develops, recommends and oversees policy implementation and application.
• Provides technical guidance and supervision to program supervisors and staff.
• Oversees quality assurance related to programs, services, and clients/patients' rights.
• Acts as liaison between centers and public/private care agencies, as well as the court and local governments.
• Resolves operational and service delivery issues as necessary.
• Acts in the absence of the Regional CMHC Director.
