The Clinical Program Manager for Outpatient Addiction Recovery Services, in partnership with the Medical Director, is responsible for the daily operations of the ARS program. The leader models behaviors that promote patient safety and patient/family satisfaction.

Responsibilities

A day in the life of a Clinical Program Manager, Addiction Recovery Services at Hackensack Meridian Health includes:

  • Ensures compliance with all rules and regulations, including NJ DOH/DMHAS regulations regarding outpatient addiction recovery services and The Joint Commission regulations for Behavioral Health Services.
  • Interprets, implements and enforces department policies and procedures. Maintains current knowledge of state/government regulatory standards and requirements. Maintains knowledge of standards in guiding all aspects of patient care.
  • Partners with Psychiatry/Behavioral Health Medical Director to ensure quality and safety standards are met at all times and works collaboratively with Behavioral Health leadership
  • Participates in academic training programs as needed
  • Functions responsibly as a clinical manager. Collaborates with interdisciplinary teams when appropriate and consistently utilizes appropriate teaching methodology based upon the learning needs of the patients and staff. Develops instruction sheets and checklists pertaining to protocols.
  • Manages and/or assists in the recruitment, development and supervision of team members. Creates and sustains an environment that fosters team member engagement. Establishes clear objectives tied to department and/or organizational strategic goals. Coaches, counsels and evaluates performance of direct reports.
  • Tracks, analyzes, and reports on relevant data and metrics as needed and/or requested. Develops, recommends and/or implements actions or process improvements as appropriate.
  • Involved in the development and/or management of budget for Outpatient Behavioral Health programs. Regularly monitors relevant key financial indicators and performance metrics, modifying business activities where needed in response to changing financial situations.
  • Promotes patient satisfaction through demonstrated commitment to providing excellent service by interacting in a friendly, helpful manner. Communicates potential patient satisfaction issues to the office of patient experience.
  • Other duties and/or projects as assigned.
  • Adheres to HMH Organizational competencies and standards of behavior.

In Addition, As Specified By The State Of NJ

The director of substance abuse counseling services shall be responsible for the direction, provision and quality of substance abuse counseling services, including the following:

  • Developing and maintaining written objectives, policies and procedures, an organizational plan and a quality assurance program, reviewed by the administrator, for substance abuse counseling services;
  • Ensuring that the behavioral and pharmacologic approaches to treatment are evidence based or based on objective information to provide treatment services consistent with recognized treatment principles and practices for each level of care and type of client served by the program;
  • Providing or ensuring, and documenting, that direct clinical supervision is provided at least one hour per week to all clinical staff, individually or in a group setting, with group supervision not to exceed 50 percent of supervision time;
  • Ensuring that substance abuse counseling services are provided as specified in the client treatment plan, and coordinated with other client care services, if applicable, in order to provide continuity of care;
  • Ensuring that the assessment, diagnosis and treatment of clients with co-occurring disorders is provided by appropriately trained and qualified clinical staff, and that the clinical supervision of such staff is provided;
  • Assisting in developing and maintaining written job descriptions for substance abuse counseling personnel, and assigning duties;
  • Assessing and participating in staff education activities and providing consultation to program personnel;
  • Providing orientation to and evaluation of new counseling staff prior to the assignment of counseling responsibilities;
  • Ensuring that all counseling staff are properly licensed or credentialed in accordance with this chapter;
  • Participating in the identification of quality care indicators and outcome objectives and the collection and review of data to monitor staff and program performance;
  • Participating in planning and budgeting for the provision of substance abuse counseling services; and
  • Ensuring that clinical staff are being supervised by the appropriately credentialed staff.

Qualifications

Education, Knowledge, Skills and Abilities Required:

  • An earned master's degree in family therapy, psychology, counseling, social work or other related field from an accredited college or university; and
  • Five years' experience in the provision of mental health services, at least two of which shall have been in a supervisory capacity.
  • Excellent written and verbal communication skills.
  • Proficient computer skills that may include but are not limited to Microsoft Office and/or Google Suite platforms.

Education, Knowledge, Skills And Abilities Preferred

  • PhD; PsyD.

Licenses And Certifications Required

  • LCSW; LPC; or highest licensure for degree earned
  • LCADC

Compensation

Starting at $124,571.20 Annually

HMH is committed to pay equity and transparency for our team members. The posted rate of pay in this job posting is a reasonable good faith estimate of the minimum base pay for this role at the time of posting in accordance with the New Jersey Pay Transparency Act and does not reflect the full value of our market-competitive total rewards package.

Job Duties

  • Internal Equity: Compensation is determined in a manner consistent with compensation ranges for similar roles within the organization.
  • Budget and Grant Funding: Departmental budgets and any grant funding associated with the job position may impact the pay that can be offered.

Some jobs may also be eligible for performance-based incentives, bonuses, or commissions not reflected in the starting rate. Certain positions may also be eligible for shift differentials for work performed on evening, night, or weekend shifts.
