Clinical Outreach Specialist

Full Time In Patient, Washington, DC, US

Salary Range: $55,000.00 To $60,000.00 Annually

Clinical Outreach Specialist | Prestige Healthcare Resources, Inc.

The opportunity

Prestige Healthcare Resources, Inc. is preparing to launch an inpatient substance use disorder (SUD) treatment program in Washington, DC. We are looking for a relationship-driven Clinical Outreach Manager to connect hospitals, emergency departments, healthcare providers, community organizations, and other partners with timely, clinically appropriate treatment options.

This is more than a traditional marketing role. You will help build the trusted relationships and practical referral workflows that make access to care easier—from a referral partner’s first call to a smooth handoff to our Admissions team. You will help shape a new program’s community presence while working closely with Business Development, Admissions, Operations, and clinical partners.

At a glance

  • Location: 1525 Marion Barry Avenue SE, Washington, DC 20020
  • Work style: Approximately 60–70% field-based across Washington, DC and the surrounding region, with regular on-site coordination
  • Employment: Full-time, exempt
  • Reports to: Business Development Manager
  • Target start: On or before November 16, 2026, subject to hiring and operational timelines
  • Base salary: $55,000–$60,000, depending on relevant experience, credentials, and established referral relationships

Why consider this opportunity?

  • Build from the ground up: Help establish the outreach strategy and referral infrastructure for a new inpatient SUD program.
  • Make a meaningful contribution: Help referral partners navigate the path to appropriate treatment and strengthen connections across the care continuum.
  • Own important relationships: Develop trusted partnerships with hospitals, emergency departments, EMS, behavioral health providers, managed care organizations, justice-system partners, employers, and community organizations.
  • Collaborate across teams: Work with Business Development, Admissions, Operations, and clinical colleagues to identify barriers and improve the referral experience.
  • Keep developing: Professional-development support may include CAC certification, continuing education, and a regional behavioral health conference, subject to program approval.

What you’ll do

Build a trusted referral network

  • Create and manage a prioritized territory plan for Washington, DC and surrounding communities.
  • Develop working relationships with hospital emergency departments, case management and discharge-planning teams, EMS, psychiatric facilities, justice-system partners, managed care organizations, and community providers.
  • Build relationships with priority organizations such as Cedar Hill Regional Medical Center, MedStar Washington Hospital Center, Howard University Hospital, Psychiatric Institute of Washington, and other relevant partners.
  • Develop appropriate connections with employer EAPs, private practitioners, outpatient providers, professional associations, housing organizations, and employment partners.
  • Establish clear points of contact and practical referral workflows so partners know whom to contact and what information is needed.

Educate, engage, and represent Prestige

  • Deliver clear, useful presentations and in-services about the program, admission pathway, and levels of care.
  • Represent Prestige at community meetings, recovery-community events, professional conferences, and other approved outreach activities.
  • Support facility launch and grand-opening activities, including timely follow-up with priority stakeholders.
  • Engage respectfully with Ward 7 and Ward 8 residents, families, faith leaders, and community partners, listening to local needs and building trust over time.
  • Respond promptly to referral inquiries, with particular attention to time-sensitive detox referrals.
  • Conduct preliminary referral screening within the role’s scope and hand off to Admissions for clinical assessment and level-of-care determination.
  • Coordinate with Admissions and the business office on benefits verification and current payer-contracting status.
  • Close the loop with referral partners when permitted by patient consent, HIPAA, 42 CFR Part 2, and applicable policies.
  • Identify referral barriers and collaborate with internal teams on practical solutions.

Use data responsibly and protect trust

  • Record outreach activity, referrals, and outcomes accurately in the CRM within 24 hours.
  • Prepare a weekly referral-pipeline report and identify patterns in declined or lost referrals.
  • Use data to improve territory priorities, referral workflows, responsiveness, and partner experience.
  • Follow applicable requirements and company policies, including EKRA, the federal Anti-Kickback Statute, DC law, HIPAA, 42 CFR Part 2, and marketing and gift policies.
  • Never offer anything of value to a patient or referral source in exchange for referrals.

What will success look like?

In your first 90 days, you will complete required training, learn the program and intake pathway, build a prioritized territory map, establish relationships with priority partners, and put documented referral workflows in place. Early success also means reliable CRM records, clear weekly reporting, useful education for partners, and a responsive, professional referral experience.

The team will track indicators such as referral response time, documented partner workflows, active referral relationships, outreach education, CRM completeness, and partner service quality. Referral and admission volumes may be monitored for operational planning, but they are not used to calculate the proposed performance bonus.

What you’ll bring

Required qualifications

  • Bachelor’s degree in social work, counseling, psychology, public health, healthcare administration, business, a related field, or equivalent relevant experience.
  • At least three years of experience in behavioral health or SUD outreach, admissions, business development, hospital case management, healthcare field sales, or a closely related area.
  • Working knowledge of ASAM levels of care, withdrawal management, co-occurring disorders, and medication for opioid use disorder (MOUD/MAT).
  • Working knowledge of Medicaid, Medicare Advantage, commercial insurance, benefits verification, and authorization processes.
  • Valid driver’s license, reliable transportation, and ability to travel regularly throughout the territory.
  • Availability for occasional evening and weekend activities, particularly during launch.
  • Ability to complete background checks required for DBH-certified facilities.

Preferred qualifications

  • Established relationships with Washington, DC hospital, EMS, justice-system, managed-care, or community referral partners.
  • Relevant clinical or counseling credential, such as CAC I/II, LGSW/LICSW, LPC, or RN.
  • Strong ties to Ward 7 and Ward 8 communities and/or lived experience in recovery.
  • Experience helping launch a new program, service, or facility.
  • Experience with a CRM such as Salesforce or HubSpot and/or behavioral health EHR systems.

How you work

  • Relationship-first: build trust through listening, credibility, consistency, and follow-through.
  • Responsive: understand that referral partners may be working under time pressure and communicate promptly.
  • Clinically curious: discuss levels of care in clear language and know when to involve clinical colleagues.
  • Operationally aware: understand payer realities and avoid promising services or coverage that have not been confirmed.
  • Ethical and accountable: protect confidentiality, recognize referral-inducement risks, and document work accurately.
  • Community-minded: engage diverse communities with respect and cultural humility.
  • Organized and data-informed: plan the territory, maintain accurate records, and use results to improve the approach.

Compensation and support

  • Base salary range of $55,000–$60,000, depending on experience, credentials, and established referral relationships; confirm final approved range before posting.
  • Proposed performance bonus of up to 10% of base salary, paid semiannually and based on predetermined non-volume measures only, subject to approval by healthcare regulatory counsel and the company.
  • Mileage reimbursement at the applicable IRS rate or a fixed monthly car allowance, as determined by the company.
  • Company phone and laptop.
  • Standard benefits package, including health, dental, vision, paid time off, and retirement benefits, subject to plan terms and eligibility.
  • Professional-development support may include CAC certification, continuing education, and one regional behavioral health conference per year, subject to approval.
