Clinical Administrator

General Summary of Duties

The Clinical Administrator is responsible for the administration and supervision of all medical personnel and is accountable for the coordination of all medical care and related supporting services at the ambulatory surgical center and its personnel.

Essential Functions
  • Drive top‑line growth and cultivate strong physician relationships.
  • Own and are accountable for organic top‑line growth via increased volume, strategic service line growth, new physician recruitment, and increasing volume from existing physicians.
  • Design and execute physician recruitment and marketing programs to drive case volume growth.
  • Initiate, develop, and maintain strong physician relationships to support topline growth and governance.
  • Recommend, develop, and execute short‑ and long‑term strategic plans that achieve best‑in‑class clinical, financial, and operational results.
  • Partner with leaders to design and implement growth initiatives and operational effectiveness opportunities.
  • Lead operational excellence efforts.
  • Manage the center’s P&L, including financial controls and reporting.
  • Implement and maintain strategic business plans that serve the partnership and local market dynamics.
  • Motivate and empower facility employees to meet mission and purpose.
  • Facilitate working relationships with governing board, partners, medical staff, department leaders, facility staff, patients, and families.
  • Develop and manage the operating and capital budgets, and projections to meet goals.
  • Implement cost‑effective operational plans and oversee fiscal management to ensure effective billing, collection, appeals, and accounts payable.
  • Interview, hire, counsel, and evaluate direct reports effectively and timely.
  • Participate in regular leadership development and implement programs for facility managers.
  • Ensure systems comply with state, federal, and accreditation standards.
  • Coordinate administrative duties, risk management, and activity within the O.R. suite.
Major Functions and Responsibilities

The Clinical Administrator leads and promotes cooperative staff effort, allocates and completes assigned functions in daily operations, interprets departmental philosophy, objectives, policies, and procedures, and oversees performance evaluation of all department personnel.

Areas of Accountability
  • Assistance to surgeons through provision of adequately prepared service team members.
  • Delegation of responsibilities and duties to professional, technical, and ancillary personnel.
  • Responsibility for performance evaluation of all department personnel.
  • Coordination of administrative duties to ensure proper functioning of the staff.
  • Coordination of the provision and control of materials, supplies, and equipment with the Director of Supply.
  • Coordination of activity within the O.R. suite.
  • Risk manager designee.
  • Other responsibilities as determined by the Market CEO.
Fiscal Management
  • Monitor budget compliance in daily assessment of service activity.
  • Provide input into preparation of services budget.
Standards of Nursing Practice
  • Monitor compliance of staff members in daily nursing care practices.
  • Communicate compliance to the Market CEO.
  • Ensure appropriate care based on patient age and clinical needs.
  • Address cultural practices that do not interfere with treatment.
Policies and Procedures
  • Monitor staff compliance with policies and procedures.
  • Interpret policies and procedures to staff members.
  • Enforce compliance and communicate non‑compliance to the Market CEO.
  • Provide counseling and disciplinary measures for non‑compliance.
Staffing and Utilization of Services Personnel
  • Assign services personnel based on competency and patient needs.
  • Ensure equitable staff assignments.
  • Participate in selection of services personnel with consultation from the Market CEO.
  • Complete and post services personnel schedule.
Staff Development
  • Participate in weekly nursing/clinical staff meetings.
  • Evaluate orientation program of all new nursing/clinical services personnel.
  • Communicate educational needs to the Market CEO.
  • Monitor staff compliance with annual re‑certification.
Services Environment
  • Monitor service environment daily and address safety and infection control issues.
  • Review monthly radiation badge reports and take appropriate action.
  • Ensure staff participation in fire and disaster safety.
  • Review electrical safety; ensure all equipment inspected every six months.
  • Monitor temperature and humidity controls and take corrective action.
  • Report environmental problems to the Market CEO.
Performance Improvement Program
  • Review monthly improvement activity results and report to staff at regular meetings.
  • Communicate with and provide input to the Market CEO regarding corrective actions for performance improvement deficiencies.
Education and/or Experience
  • Education: Bachelor’s degree (B.A.) or equivalent; or two to four years of related experience or training; or an equivalent combination of education and experience.
  • Current Registered Nurse license.
  • Operating Room/Clinical experience, preferably in orthopedics or with experience managing clinical and business office teams in the outpatient or inpatient perioperative space.
  • Preference for candidates local to Thousand Oaks (Simi Valley, Westlake Village, the San Fernando Valley).
  • The ideal candidate should have a familiar/general understanding of:
    • Infection prevention
    • Performance improvement
    • Budget and P&L analysis and management
    • AP/AR and revenue cycle
    • Supply chain
    • Developing trusting physician/partner relationships
Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; write reports, business correspondence, and procedure manuals; and present information effectively to managers, clients, customers, and the general public.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, areas, circumferences, and volumes; apply basic algebra and geometry concepts.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions; interpret extensive technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Physical Demand

Employee must regularly walk, reach, and stretch; use hands to handle objects or controls; stand, sit, climb, balance, stoop, kneel, crouch, or crawl; lift and move up to 25 pounds and occasionally up to 50 pounds. Vision requirements: close, distance, color, peripheral, depth perception. Occasional strength to restrain confused or combative patients during and after anesthesia induction.

Work Environment

Occasional work near moving mechanical parts and explosives; occasional exposure to wet and/or humid conditions, fumes, airborne particles, toxic or caustic chemicals, electrical shock, and radiation. Noise level is usually moderate. Normal busy office environment with much telephone work; occasional evening or weekend work.
