Job summary

The Southern Wisconsin Center (DHS) in Wisconsin is seeking a Client Rights Facilitator to protect client rights and investigate concerns for individuals with ID/DD. You will train staff, conduct thorough investigations, and monitor incidents to drive improvements in safety and rights compliance.

Introduction

The Department of Health Services (DHS), Southern Wisconsin Center (SWC) is recruiting for a Client Rights Facilitator. This position will work 7:45am - 4:30pm Monday-Friday.

Position Summary

As the Client Rights Facilitator, you will provide for the protection of client rights. In this position, you are responsible for the following:

  • Function as an advocate/investigator to follow up on questions and concerns of individuals with intellectual/developmental disabilities (ID/DD).
  • Ensure all recommendations and corrective actions are followed regarding resident rights and safety.
  • Train and consult staff regarding rights, conduct thorough investigations, and evaluate trends/patterns for systematic changes.
  • Serve as an advocate for individuals with ID/DD regarding ethical questions both at SWC and external facilities.
  • Actively participate in quality improvement projects, assignments, and committee work to ensure resident rights and safety meet regulatory standards.
  • Utilize technology to collect data, monitor and analyze incident trends/ patterns for administrative review and corrective preventive actions.
Salary Information

The starting pay is between $30.00 and $32.00 per hour (approximately between $62,400 and $66,500 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is in pay schedule and range 12/64.

Job Details

All appointees will be required to receive a TB test, which will be administered by SWC or medical personnel approved by the facility after their start date.

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience working directly with people with intellectual or other developmental disabilities.
  • Training or experience advocating for patient rights.
  • Experience using Microsoft Office Suite (e.g. Outlook, Word, Excel) for data entry, communication, and report production.
  • Experience collecting and analyzing data to recognize trends and make recommendations.

Well-qualified applicants will also have one or more of the following:

  • Experience performing investigations and submitting comprehensive summary reports related to patient or client rights, or mistreatment.
  • Experience providing consultation, technical assistance, or training regarding patient or client rights, or grievance procedures.
  • Experience developing and implementing quality improvement.
  • Meet the minimum definition of Qualified Intellectual Disability Professional (QIDP) as defined as:
    • A professional who has at least one year of experience working directly with persons with intellectual disabilities or other developmental disabilities AND
    • Is one of the following: (1) a doctor of medicine or osteopathy; (2) a registered nurse; or (3) an individual who holds at least a bachelor's degree in a professional category specified in the Federal Register as meeting the QIDP qualifications as outlined in 483.430 of the Code of Federal Regulations. Note: Official transcripts may be required to confirm status.
