Job summary

Noblis is seeking a Cleared Systems Test Engineer in Bethesda with active Top Secret/SCI and Polygraph to support a SETA contract. The role focuses on creating test strategies, plans, and evidence-based results across programs.

Responsibilities include analyzing requirements, developing TEMP and Event Test Plans, and coordinating test execution with stakeholders to maintain momentum and ensure quality and readiness for program milestones.

Qualifications

  • US Citizenship is required and active Top Secret/SCI clearance with Polygraph.
  • Experience analyzing system requirements, CONOPs, acquisition plans, and system descriptions.
  • Experience with sponsor test and evaluation documentation (e.g., T&E).
  • Experience with Test and Evaluation Master Plan, Event Test Plans, and Test Readiness Assessments.
  • Experience providing specialized T&E capabilities aligned to system function and maturity.

Job description

Responsibilities

Noblis is seeking a Cleared - Systems Test Engineer with active Top Secret with SCI and Polygraph in Bethesda, supporting a SETA contract.

The Systems Test Engineer will be responsible for (not limited to):

  • Develop comprehensive test strategies and documentation by analyzing system requirements, creating detailed test plans, designing efficient test cases, and aligning with program milestones.
  • Execute systematic data collection and analysis, implementing rigorous methodologies, analyzing test results for deficiencies, documenting findings with appropriate metrics, and preparing evidence‑based reports.
  • Create sponsor test documentation including Test and Evaluation Strategies, Master Plans (TEMP), Event Test Plans, Test Readiness Assessments, and comprehensive T&E Reports.
  • Manage test execution by coordinating activities across stakeholders, overseeing proper setup and data collection, optimizing schedules and resources, and resolving issues to maintain program momentum.
  • Implement specialized testing approaches tailored to specific system functions, integrating appropriate methodologies based on system maturity, and adapting strategies for emerging technologies.
  • Drive quality improvement by identifying system deficiencies, recommending corrective actions, implementing performance metrics, and continuously refining test processes.
  • Facilitate effective stakeholder communication by presenting findings with appropriate clarity, providing regular status updates, collaborating on deficiency resolution, and mediating discussions regarding system acceptance criteria.
  • Provide technical and programmatic support to government teams by translating mission needs into technical requirements, managing those requirements, and shaping strategic program direction—including contract support (SOWs, RFPs, cost proposals), performance monitoring, stakeholder coordination, and communicating complex concepts through reports, meetings, and senior‑level briefings.
Required Qualifications
  • US Citizenship is required.
  • Active Top Secret/SCI clearance with Polygraph.
  • Bachelor's degree + 4 years of experience OR Master’s Degree + 2 years of experience OR High School Diploma/GED + 8 years of experience OR Associate's degree + 6 years of experience.
  • Experience analyzing system requirements and concept of operations documents, acquisition plans, and system descriptions to develop evaluation and test plans and procedures, prepare for and conduct the data collection and analysis, and report status and results.
  • Experience supporting the development of sponsor test and evaluation documentation (e.g., Test and Evaluation (T&E)).
  • Experience with strategy, Test and Evaluation Master Plan, Event Test Plans, Test Readiness Assessments, and T&E Reports.
  • Experience providing specialized T&E capabilities and integration tailored to system functions, level, maturity, and performance areas.
Desired Qualifications
  • IC experience is highly desirable.
  • Demonstrated ability to independently conduct appropriate analysis to offer recommendations, solutions, and alternatives to resolve issues, concerns, problems, or methods.
  • Experience establishing strong working relationships with program managers and organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract.
  • Ability to solve problems in a rapidly changing environment, and interface with customers directly.
  • Strong understanding of intelligence disciplines, methodologies, and the intelligence cycle.
  • Ability to work in a fast‑paced, dynamic, and team environment.

Compensation

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract‑specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on‑call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it’s just one component of Noblis’ total compensation package.

Posted Salary Range: USD $90,700.00 - USD $141,775.00 /Yr.
