Job summary

NSS is seeking a Classification Specialist to perform a full range of technical and administrative HR classification services for the Coast Guard environment, aligning position descriptions to OPM standards and supporting consistent compensation decisions.

The role requires at least six years of experience, strong MS Office skills, and the ability to interpret government policies. Candidates must report to USCG Headquarters in Washington, DC, with telework options and CAC eligibility.

Qualifications

  • Six (6) years of classification support experience.
  • Experience with OPM classification standards.
  • Ability to interpret government policy and apply it legally.
  • Strong Microsoft Office proficiency.

Responsibilities

  • Tentatively classify PDs and evaluation statements IAW OPM Classification Standards.
  • Compare PDs to other PDs and standards to ensure consistency in establishing compensation levels across programs.
  • Assist in conducting job evaluations IAW OPM FES, DHS, and CG policies; upload documents to the CG position classification system.
  • Prepare advisory evaluation statements for positions with precedent-setting decisions.
  • Submit modified draft and new PDs to SMEs, Command Staff Advisor, and modification managers for comment/approval.
  • Edit existing PDs and inserting new language; prepare workforce profiles.

Job description

The Classification Specialist will perform a full range of technical and administrative human resources management services relating to classification. This may include the following:

  • Tentatively classify PDs and associated evaluation statements IAW the Office of Personnel Management (OPM) Classification Standards, including, but not limited to the General Schedule Supervisory, Team Leader, Wage Supervisor, and Wage Leader guides.
  • Compare PDs to other like PDs and classification standards to ensure consistency in establishing compensation levels across a variety of employment programs. Evaluation statements shall be prepared for positions with precedent-setting classification decisions that become the accepted guideline and standard for specialists within the Civilian Human Resources Office.
  • Assist the CG in conducting job evaluations IAW OPMs Factor Evaluation System (FES), DHS, and CG policies, directives, and procedures. The Specialist shall upload all documents, data, and/or text into the CG position classification system.
  • Prepare advisory evaluation statements for positions with precedent-setting classification decisions that become the accepted guideline and standard for specialists within the HR Directorate for review and future use.
  • Submit modified draft and new PDs electronically to the Subject Matter Experts (SMEs), Command Staff Advisor, and organizational modification effort managers for comment and approval.
  • Edit existing PDs and inserting new language; preparing workforce profiles.
Experience Requirements

The Classification Specialist shall have a minimum of six (6) years of experience in performing classification support services similar to those stated in this PWS.

Additional Required Knowledge and Skills
  • Proficient in the following Microsoft applications: Word, Excel, PowerPoint, and Outlook
  • Ability to communicate effectively; both orally and in writing
  • Ability to interpret Government policy, regulations, and directives and to apply those interpretations fully and legally to all activities described in this PWS.
Location & Work Authorization

Must be able to report to USCG Headquarters (Washington, DC 20593) for required in-person tasks or post-award meetings, despite telework options.

Security Clearance / CAC Eligibility

Candidates must be eligible to pass background checks and obtain a Common Access Card (CAC) through MP ICAM.

USCG/DHS Background

Prior experience supporting Coast Guard or DHS HR operations is a plus
