Description

Maryland Transit Administration (MTA) is seeking a Classification and Compensation Analyst (TE). This is a one‑year temporary employment (TE) position and offers no State paid benefits. Open to all qualified applicants. Bilingual applicants encouraged.

The vacancy exists in Baltimore, MD (Baltimore City).

Key responsibilities include:

  • Conduct in‑depth evaluations of MTA positions by reviewing position descriptions, organizational structures, prior studies, and conducting interviews with management. Perform desk audits and detailed analyses of job functions to ensure accuracy, alignment with organizational goals, and equity in compensation.
  • Prepare detailed, comprehensive written reports, including background analysis, findings, evaluation methods, and actionable recommendations.
  • Provide strategic alternatives to address identified problem areas, considering both short‑term operational needs and long‑term organizational effectiveness.
  • Conduct thorough job analysis for MTA positions, developing new or revised job specifications aligned with the evolving needs of the organization.
  • Serve as a key representative in classification determinations, effectively communicating decisions to incumbents, management, and, when necessary, at grievance hearings.
  • Communicate difficult classification matters, ensuring that decisions are clearly understood, supported, and aligned with organizational policies.
  • Contribute to or participate in special studies and projects related to classification and compensation and present classification and compensation based training modules as required.
Qualifications

Education: Possession of a bachelor's degree from an accredited four‑year college or university.

Experience: Three (3) years professional experience in classification, compensation, and job analysis.

Notes:

  • Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.
  • Paraprofessional HR experience or professional HR management work experience may be substituted on a year‑for‑year basis for up to four years of the required education.
  • Candidates may substitute equivalent U.S. Armed Forces military service experience on a year‑for‑year basis for up to four years of the required education.
Licenses & Certifications

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties must possess a motor vehicle operator's license valid in the State of Maryland.
