Position Summary
We are seeking an experienced
Civil/Site Design Manager to lead and oversee the day-to-day operations of a civil engineering group. This role will be responsible for staff leadership and development, technical oversight, quality assurance, project scheduling, workload management, business development support, and the overall financial performance of the group. The ideal candidate will have strong civil/site design experience, a proven background managing engineering teams and projects, and an active
New York State Professional Engineer (PE) license.
Key Responsibilities
Financial & Business Management
- Support leadership in developing and managing the Civil Group budget.
- Monitor project backlog and recommend corrective actions as needed.
- Review utilization and recommend improvements to maximize team efficiency.
- Support the development and achievement of financial and operational targets.
- Identify potential issues affecting financial performance and recommend corrective actions.
- Hold Project Managers accountable for the financial performance of their projects.
- Ensure group billing reports are completed accurately and on schedule.
- Review and approve employee timesheets.
- Assist with business development activities, proposals, and client opportunities.
Technical Leadership & Quality Assurance
- Serve as a senior technical resource for civil and site engineering projects.
- Review, sign, and seal engineering documents in accordance with applicable requirements.
- Provide technical guidance, coaching, and mentorship to Civil Engineering staff.
- Develop and implement civil engineering standards and best practices.
- Establish and maintain effective QA/QC procedures.
- Ensure all project deliverables receive appropriate quality-control review before issuance.
- Ensure designs and deliverables follow established discipline and engineering standards.
- Support permitting, regulatory approvals, and agency coordination.
- Assist Project Managers with technical challenges and major project-related issues.
Staff Leadership & Development
- Lead regular Civil Engineering division/group meetings.
- Support Project Managers with project planning, scheduling, staffing, and technical deliverables.
- Coordinate civil engineering activities with clients, architects, other disciplines, municipalities, regulatory agencies, and utility providers.
- Conduct annual employee performance reviews and establish professional development goals.
- Provide salary, performance, and incentive recommendations for staff.
- Identify training and professional development needs across the group.
- Coordinate technical and professional training initiatives.
- Monitor current and anticipated workloads and recommend appropriate staffing assignments.
- Participate in recruiting activities, including resume review, interviewing, coordination with HR, and onboarding of new employees.
- Provide leadership and support to staff regarding career growth and professional development.
Project & Client Coordination
- Oversee civil/site design activities across multiple projects.
- Ensure projects are delivered on schedule and according to established quality standards.
- Collaborate with internal and external stakeholders to resolve project issues.
- Maintain strong relationships with clients, municipalities, agencies, and utility providers.
- Provide senior-level technical support on complex civil/site development projects.
Computer & Technical Skills
- Microsoft Office Suite - Word, Excel, PowerPoint
- Autodesk Civil 3D
- CostWorks or comparable estimating software
- SpecPoint or comparable specification-writing software
- Newforma or comparable project/document management software
Education, Licensure & Experience
- Bachelor's degree in Civil Engineering required.
- Active New York State Professional Engineer (PE) license required.
- 10+ years of civil/site design engineering experience required.
- Experience working with state agencies, healthcare, higher education, K-12 education, and/or local municipalities strongly preferred.
- Experience with staff management, mentoring, QA/QC, project management, and business/financial operations preferred.
- CPESC, LEED AP, ENV SP, or similar certifications are a plus.
- Valid driver's license with an acceptable motor vehicle record required.
