Job summary

Software Placement Group, SPG, seeks an experienced Civil Project Manager to lead civil engineering and site development across land development projects in Scottsdale, AZ. • Experience with budgets, schedules, subcontractors, and project financials.
• Know local codes, zoning, permitting and environmental regulations.
• PE license preferred but not required.
• Strong leadership, communication and problem-solving skills.

Overview

A established developer and builder of multifamily residential communities is seeking an experienced Civil Project Manager to lead civil engineering and site development activities across its land development projects. This role oversees all civil-related aspects of project delivery, including grading, utilities, stormwater systems, roadway improvements, permitting, and infrastructure construction, and is central to delivering multifamily and mixed-use communities safely, on schedule, and within budget.

What you'll do

• Lead the planning and execution of civil engineering activities from preconstruction through project completion
• Coordinate with civil engineers, architects, consultants, contractors, and ownership throughout all phases of development
• Manage site development activities, including grading, earthwork, utilities, drainage systems, roadways, parking areas, and site infrastructure
• Review civil drawings, specifications, and engineering documents for constructability, accuracy, and code compliance
• Oversee project schedules, budgets, and forecasting for civil construction activities
• Coordinate permitting, inspections, and approvals with local municipalities and regulatory agencies
• Manage procurement of civil subcontractors, suppliers, and consultants
• Monitor project costs and implement cost-control strategies to maximize profitability
• Ensure quality control and compliance with project specifications, engineering standards, and safety requirements
• Identify project risks and develop proactive mitigation strategies
• Lead project meetings and maintain communication with owners, consultants, subcontractors, and project stakeholders
• Prepare and maintain project documentation including progress reports, RFIs, submittals, change orders, punch lists, and closeout documentation
• Mentor and support Project Engineers, Assistant Project Managers, and field personnel
• Foster a culture of safety, teamwork, and continuous improvement

Required qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or a related field
• 10+ years of civil construction or land development project management experience
• Minimum 7 years managing civil scopes for multifamily residential or large-scale land development projects
• Strong understanding of civil engineering principles, site development, grading, drainage, utility coordination, and infrastructure construction
• Experience managing budgets, schedules, subcontractors, and project financial performance
• Knowledge of local building codes, zoning requirements, permitting processes, and environmental regulations
• Excellent leadership, communication, negotiation, and problem-solving skills
• Ability to manage multiple projects simultaneously in a fast-paced environment
• Ability to work outdoors in varying weather conditions during inspections
• Personal Protective Equipment (PPE) required during all field visits
• Frequent travel to project sites as required

Preferred qualifications

• Experience in Multifamily Residential Developments, Apartment Communities, Mixed-Use Developments, Podium Construction, or Mid-Rise and High-Rise Residential
• Land Development and Site Development experience
• Underground Utilities, Water, Sewer, and Storm Drain Systems experience
• Earthwork and Grading, Roadway Improvements, Parking Lots and Site Infrastructure experience
• Public and Private Infrastructure Projects experience
• Professional Engineer (PE) license preferred but not required
• Experience with AutoCAD Civil 3D, AutoCAD, Microsoft Project, Procore, Bluebeam Revu, Microsoft Office Suite (Excel, Word, Outlook), and Primavera P6
• Experience with construction management and project scheduling software
• Experience working with municipalities, utility agencies, and entitlement processes
• Strong knowledge of grading, stormwater management, erosion control, and utility infrastructure
• Experience with value engineering and constructability reviews
• Ability to coordinate multidisciplinary design and construction teams
• Strong contract administration and change management experience
• Proven ability to develop long‑term client and consultant relationships
