Job summary

The City of Claremore is looking for a Civil Engineering Project Manager to oversee municipal engineering projects. In this role, you will design project plans, manage design teams, and ensure compliance with federal, state, and local regulations.

You will play a critical role in the development of public works and infrastructure projects, working closely with contractors and local officials. A Bachelor's degree in Civil Engineering and a PE registration in Oklahoma are prerequisites for this position.

Job Title: Civil Engineering Project Manager FLSA: Salary/Exempt

Department: Engineering Reports to: City Engineer

Salary Range: Depending on qualifications and experience

General Purpose

Under the City Engineer’s supervision, design plans and specifications for city projects, oversee design teams, assist with environmental, water, sewer, street, storm water and other public works projects, communicate with contractors, and apply civil engineering principles.

Essential Functions
  • Draft contract documents for public bid projects
  • Write project specifications and related technical documents for various projects
  • Review and process pay applications, change orders, material quantities, and other contract documents
  • Provide technical support to engineering technicians drafting construction plans for water, sewer, streets, and related infrastructure
  • Assist the project inspection team and work with contractors to resolve project issues
  • Occasionally perform field testing on materials, pipelines, and related items with inspectors
  • Guide and outline field surveys needed for projects
  • Review legal descriptions for dedications, annexations, local improvement districts, easements, or condemnations
  • Research records, maps, and other data to obtain engineering data such as utility locations, easements, and special property assessments
  • Calculate dimensions, profile specifications, and material quantities (pipe, concrete, asphalt)
  • Create cost estimates and material quantities for proposed projects
  • Perform design calculations for drainage, water distribution, sewer collection, and related engineering items
  • Prepare permit applications for ODEQ, ODOT, railroads, and other agencies as needed
  • Assist in preparing sanitary sewer, water, storm drainage, and street system maps, databases, and comprehensive plans
  • Assist in evaluating transportation plans and traffic impacts of development proposals, permits, plats, etc.
  • Assist the City Engineer in preparing traffic, utility and other studies and reports
  • Assist with intersection signal and channelization design
  • Perform various office tasks: correspondence, maps, presentation materials, field notes, printing, phone calls, and inquiries from contractors, developers, property owners, staff, and the public
  • Serve as a project manager: review plans, draft contract documents, oversee contracts, review project plans, and provide design team feedback; perform hydraulic calculations and reports
  • Act as infrastructure inspector as needed
  • Assist with CCTV inspection of storm water and sanitary sewer infrastructure
  • Perform all other duties as assigned
Knowledge, Abilities and Skills
  • Comprehensive knowledge of civil engineering and construction surveying principles applicable to a municipal setting; deep knowledge of City, State, and Federal policies, laws, and regulations
  • Ability to prepare, organize, and maintain engineering field and office data, reports, and systems; effective oral and written communication with contractors, developers, property owners, employees, consultants, agencies, city officials, and the public
  • Proficient use of AutoCAD/Civil 3D, Microsoft Excel, and hydraulic modeling software; strong cost estimating skills; basic skill in operating tools, equipment, land and construction surveying
Minimum Qualifications
  • Bachelor’s degree in Civil Engineering from an ABET accredited program, or a closely related field
  • Preferred: minimum of two years as an engineering project manager
  • Required: minimum of four years experience in civil engineering or closely related field
  • Registered as a Professional Engineer (PE) in Oklahoma or able to obtain within six months
  • Valid Oklahoma Class D driver’s license or ability to obtain prior to employment
  • Insurable with the City’s insurance carrier
Tools and Equipment

Computer with word processing, spreadsheet, database, CAD software, drafting tools, engineering calculator; motor vehicle, phone, mobile radio, surveying equipment.

Physical Demands

Work mainly in office; occasional outdoor work inspecting land use developments, construction sites, or public works facilities. Requires hand‑eye coordination, ability to stand, walk, handle tools, reach, sit, climb or balance, lift up to 50 pounds, and various vision abilities.

Work Environment

Occasional work in the outdoors, near moving mechanical parts, high or precarious places, and exposure to wet conditions, fumes, chemical hazards, electrical shock, and vibration. Noise level usually quiet to moderate.
