Job summary

Minimum qualifications include an engineering degree with 4 years of experience or an 8-year equivalent, and PE licensure.

Qualifications

  • Bachelor's degree and 4 years of experience OR equivalent combination of 8 years of education and experience after completion of high school.
  • Professional Engineer (PE) license in NH or another state; licensure Civil/Civil Highway engineering.
  • Valid driver's license.
  • Applicant’s Motor Vehicle Record (MVR) must meet minimum standards established by the hiring agency.

Responsibilities

  • Develops and documents Turnpike Asset Management program following department guidelines.
  • Oversees tracking, reporting and communication of Turnpike Asset Management program to management and stakeholders.
  • Evaluates and implements asset management program for efficiency; recommends changes.
  • Analyzes data and creates reports reflecting past, current and future asset management status.
  • Field reconnaissance for Turnpike assets including location, type, and condition.
  • Plans and evaluates computer programs (GIS/ESRI) to support Asset Management.
  • Coordinates training for data input and participates in Asset Management committees.

The State of New Hampshire, Department of Transportation, Bureau of Turnpikes, has a full-time vacancy for a Civil Engineer IV.

SUMMARY

To develop, track and report on the Bureau of Turnpike’s asset management program, to include coordination with internal and external groups responsible for the asset management goals of the Department. Assets include but not limited to pavement, bridges, culverts/drainage, guardrail/barrier, ITS/RWIS, lighting, park-n-rides, buildings and surplus property.

YOUR EXPERIENCE COUNTS

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS
Education/Experience

Bachelor's degree and 4 years of experience OR equivalent combination of 8 years of education and experience after completion of high school. Combination of education and experience in engineering or civil engineering technology.

License/Certification
  • Professional Engineer (PE) license in the State of New Hampshire or a Licensed Professional Engineer in another state. Licensure designation must be in Civil or Civil Highway Engineering.
  • Valid drivers license.
Other Requirements

Applicant’s Motor Vehicle Record (MVR) must meet the minimum standards established by the hiring agency.

PREFERRED QUALIFICATIONS

Knowledge of the principles and practices of civil engineering with special reference to the activities of the appropriate specialty. Knowledge of modern methods and techniques as applied to the design, construction, maintenance and operation of public works. Ability to perform mathematical computations applicable to engineering surveying and design operations. Ability to prepare, interpret and utilize civil engineering plans, maps and specifications. Ability to make comprehensive recommendations on engineering problems.

NH Professional Engineer license within 12 months of hire.

RESPONSIBILITIES

DETAILED TASKS (AGENCY/POSITION-SPECIFIC):

  • Develops and documents Turnpike Asset Management program to follow the Department’s guidelines and procedures developed by the Asset Management Performance, Strategy (AMPS) Section.
  • Oversees the diverse job functions of tracking, reporting and communicating all aspects of Turnpike’s Asset Management program to Turnpike management, Executive Office, AMPS Section and other vested groups.
  • Evaluates, plans, implements and monitors asset management program within the Bureau for efficiency and make recommendations to Administration for change.
  • Analyzes data and creates reports that reflect the past, current and future situation of the asset management programs within the Bureau and the Department as needed.
  • Field reconnaissance for Turnpike assets to include location, type, condition and other parameters of all assets.
  • Plans, analyzes and evaluates computer programs (GIS based, ESRI based or other platform) in support of the Turnpike Asset Management program.
  • Coordinates training with employees and vendors to ensure appropriate data is inputted into the Turnpike Asset Management program. Participates and may chair in Department’s Asset Management committees or work groups internal and external as directed.
  • Studies, recommends, and presents solutions to challenges faced in development of the asset management program.
