Job summary

E-Z Bel Construction, LLC is seeking an Underground Foreman to lead field crews in Austin, TX, installing underground electrical infrastructure for traffic signal systems. You’ll ensure safety, productivity, and quality while mentoring crew members.

The role requires strong knowledge of conduit installation, trenching, concrete work, and compliance with TxDOT, City of Austin, and OSHA standards. A sign-on bonus and comprehensive benefits accompany the position.

Qualifications

• 5+ years of underground utility experience with supervisory duties.
• Knowledge of TxDOT, OSHA, MUTCD standards.
• Ability to read civil and electrical plans and specifications.
• Valid driver’s license and insurable driving status.
• OSHA 10 required; OSHA 30, Competent Person for Excavation and Confined Space preferred.

Responsibilities

• Read and interpret TxDOT, City of Austin, and engineered plans; verify survey layouts, grades, and installation accuracy.
• Set up survey equipment, identify control points, and confirm TBMs for layout accuracy.
• Oversee trenching, potholing, conduit installation, and ground box placement in accordance with specs.
• Oversee concrete crew and related activities.
• Operate or supervise saws, tampers, and excavation equipment; ensure safe operation and maintenance.
• Conduct daily safety briefings, pre-task hazard assessments, and enforce PPE and OSHA requirements.
• Coordinate with inspectors, engineers, vendors, and subcontractors to resolve field issues and ensure quality installation.
• Manage material staging, deliveries, tool usage, and equipment allocation for efficient operations.
• Track time, labor, and production using systems; complete timecards and logs.
• Train, mentor, and coach Laborers, Operators, and Leadmen in skills, safety and progression.
• Lead incident reporting and investigations; collaborate on corrective actions with Safety.
• Participate in meetings and support planning, scheduling, and documentation audits.
• Resolve conflicts related to layout, schedule, or quality; maintain professional relationships.
• Perform traffic control and flagging duties as required.
• Perform other related duties as assigned.

Your Role

• Conduct daily safety briefings, pre-task hazard assessments, and enforce PPE and OSHA requirements, including trench safety, confined space, and traffic control compliance.
• Coordinate with inspectors, engineers, vendors, and subcontractors to resolve field issues and ensure quality installation.
• Manage material staging, deliveries, tool usage, and equipment allocation to support efficient jobsite operations.
• Track time, labor, and production using HCSS/iPad systems; complete and review timecards, material logs, haul tickets, and daily reports.
• Train, mentor, and coach Laborers, Operators, and Leadmen in technical skills, safety practices, and career progression.
• Lead incident reporting and investigations; partner with the Safety Department on corrective action and risk reduction.
• Participate in D10 meetings, report field progress, and support Superintendent with planning, scheduling, and documentation audits.
• Resolve conflicts related to layout, schedule, or quality; maintain professional relationships with inspectors, project managers, and clients.
• Perform traffic control and flagging duties as required to ensure the safety of workers, equipment, and the traveling public.
• Perform other related duties as assigned.

What You Bring

• 5+ years of underground utility experience, including prior supervisory or lead responsibilities.
• Strong knowledge of underground electrical installation, concrete, trench safety, and traffic control standards.
• Proficiency in reading and interpreting civil and electrical plans and project specifications.
• Familiarity with TxDOT, OSHA, and MUTCD requirements.
• Competency in digital timekeeping and production tracking systems (e.g., HCSS).
• Strong leadership, communication, and conflict-resolution skills; bilingual English/Spanish preferred.
• Must have a valid driver’s license.
• Ability to operate company vehicles and maintain insurable driving status.
• OSHA 10 (required); OSHA 30, Competent Person for Excavation, and Confined Space certifications (preferred).
• Sign-On Bonus: **This position is eligible for a sign-on bonus of $5,000, subject to applicable taxes and withholdings. Eligibility, payment timing, continued-employment requirements, and any repayment obligations are governed by the Company’s Sign-On Bonus Agreement. Candidates must meet all eligibility requirements and execute the applicable agreement to receive the bonus.

Physical Requirements

Work is performed outdoors year-round in all weather conditions, including extreme heat, cold, rain, and other harsh environments. Must be able to stand, bend, kneel, and perform physically demanding tasks for extended periods. Regularly lifts and carries up to 50 lbs. and occasionally up to 100 lbs. with assistance while handling tools, materials, and equipment. Must tolerate dust, noise, vibration, and maintain situational awareness around moving equipment, open trenches, and active traffic.
