Job summary

The Civic Designer is an applied research and design role within OPI’s Innovation Lab at the City of Baltimore. The position combines social-science research, human-centered design, data analysis, and project coordination to help city agencies better understand service-delivery challenges and develop practical improvements.

Working with agency staff, residents, data professionals, and technical teams, the Civic Designer conducts research, analyzes evidence, maps processes, and develops and tests

Qualifications

• Bachelor’s degree or equivalent in a related field.
• Experience in human-centered design and research methods.
• Ability to work across multidisciplinary teams.

Responsibilities

• Plan and conduct interviews, focus groups, listening sessions, field observations, surveys, and other qualitative and quantitative research.
• Observe services and analyze how policies, processes, technology, and practices affect resident experiences.
• Translate research findings into clear insights, service requirements, opportunities, and recommendations.
• Develop research plans, interview guides, surveys, sampling approaches, and other instruments.
• Use inclusive and ethical research practices when working with diverse communities.
• Map resident journeys, staff workflows, and service-delivery systems.
• Develop prototypes and test ideas quickly using appropriate research methods.
