City of Portland is seeking a Citywide Development and Performance Manager (Manager II) to lead equity, civil rights, and performance alignment across City Service Areas. The role establishes consistent approaches, measures, and accountability to advance citywide equity.

You will shape training, strategic plans, and program evaluation, manage budgets, and coordinate with OEHR leadership and service areas to drive continuous improvement and measurable outcomes.

Qualifications

• Advanced administrative principles: team management, change management, strategic planning.
• Civil rights compliance and equity program/project management experience.
• Knowledge of adult learning theory, pedagogy, curriculum scaffolding and differentiation.
• Performance management data, equitable data collection, analysis and reporting.
• Public administration principles: budgeting, contracting, conflict resolution, trauma-informed practices, public records.

Responsabilités

• Direct the OEHR unit to align with City vision and objectives.
• Develop strategies, policies and initiatives for citywide equity leadership and staff capacity.
• Provide financial management; administer policies, procedures, and programs.
• Serve as the central conduit for communication on performance gaps and improvements.
• Coordinate follow-up, action plans, and updated work plans with timely reporting.
• Prepare or lead organizational unit strategic and annual work plans.
• Develop and lead training models to support consistent equity implementation.
• Lead change-management efforts for core functions and new processes.
• Establish standard operating procedures for core function delivery and evaluation.
