Job summary

The City of Hurst, TX is seeking an Executive Director of Human Resources to serve as a department head reporting to the City Manager. The role provides strategic leadership for all HR functions, overseeing recruitment, employee relations, compensation and benefits, payroll, training, and legal compliance to support the City's Code of Ideals and The Hurst Way.

Key duties include directing HR staff and budget, shaping policies, managing performance evaluations, and ensuring citywide policy

Qualifications

• Bachelor's degree in HR, Business Admin, Public Admin, Public Policy, Public Affairs, or related field.
• 7 years progressive HR experience, including at least 5 years in management.
• Municipal government/public agency experience preferred.
• HR certification preferred (HRCI, SHRM, TMHRA, ICMA, or other relevant credentials).
• CJIS requirements: no disqualifying offenses in last 10 years; certain convictions permanent disqualifiers.
• Pre-employment screenings including criminal background, credit check, drug screen; Texas driver’s license required.

Responsibilities

• Support employee engagement, recognition, communication, and positive workplace culture.
• Direct HR staff, resources, and HR budget oversight.
• Oversee employee relations and provide guidance to supervisors.
• Direct the City’s performance evaluation process.
• Create and implement HR policies ensuring legal citywide compliance.
• Oversee compensation, benefits, and job classification systems.
• Coordinate civil service and collective bargaining activities as assigned.
• Direct self-insurance, workers’ compensation, and deferred compensation programs.
• Oversee payroll administration for accuracy and compliance.
• Set priorities for employee training and development.
• Evaluate HR programs and contracts within priority-based budgeting.
• Oversee personnel records management and data security.
• Support civil service administration per laws and city structure.
• Perform other duties and special projects as assigned.
