Job summary

Strategic Government Resources, Inc. seeks an Executive Director of Human Resources for the City of Hurst, TX.

The role provides strategic leadership for recruitment, employee relations, compensation and benefits, payroll, training, and compliance with local, state, and federal employment laws. You report to the City Manager, oversee HR policy and classification, manage the department budget, and coordinate civil service and bargaining activities.

Qualifications

• Bachelor's degree in HR, Business Administration, Public Administration, Public Policy, Public Affairs, or related field.
• Seven years of HR experience with at least five in management.
• Municipal government experience preferred.
• HR certification preferred (HRCI/SHRM/ICMA).
• CJIS security requirements; background checks and Texas driver’s license required.

Responsibilities

• Lead HR strategy and department oversight in alignment with city goals.
• Oversee recruitment, employee relations, compensation, payroll, and benefits.
• Ensure compliance with federal, state, and local employment laws.
• Manage HR budget and department staff.
• Support civil service and bargaining activities as assigned.
• Oversee training, records management, and data security.
• Direct payroll accuracy, performance appraisals, and policy implementation.
