Job summary

The City of Indianapolis and Marion County seeks a JD-licensed attorney to lead legal research and policy development for metropolitan development. You will work with DMD and other agencies to shape planning, land use, and economic incentive initiatives, ensuring compliance with state and federal regulations.

The role requires strong drafting, negotiation, and advisory capabilities, with responsibilities spanning contracts, ordinances, and multi-agency coordination.

Qualifications

• JD required from an accredited law school.
• Valid license to practice law in Indiana.
• Extensive knowledge of state and local law affecting economic development and land use.
• Ability to coordinate multiple projects and meet deadlines.
• Strong legal research and evaluation skills.
• Excellent verbal and written communications.

Responsibilities

• Conduct complex research of federal, state and local laws related to planning, land use, zoning, and redevelopment to inform policy decisions.
• Assist DMD senior leadership in developing policy.
• Review legal instruments and advise on economic development initiatives under Indiana law.
• Prepare contracts, resolutions, ordinances, and other legal documents.
• Provide legal counsel to the Department and related agencies, with oversight from the Corporation Counsel.
• Draft and negotiate project agreements, leases, and professional service contracts.
• Advise on acquisition and disposition of real property interests.
• Respond to public records requests and stay current on municipal law.
