District of Columbia Water and Sewer Authority seeks a Program Manager, CIP, to lead and oversee the capital improvement program, ensuring consultant and contractor performance aligns with contractual obligations and KPIs.

This hybrid role requires strong analytical, negotiation, and program management skills, with experience in water/wastewater projects and a civil engineering background. You will collaborate with multiple departments to drive project success and protect stakeholder interests.

Qualifications

  • Five years of progressive experience in water and wastewater planning, design, and construction.
  • Bachelor’s degree in Civil Engineering or related field from an accredited college.
  • Analytical, contract performance management, planning, and organizational skills.
  • Written and verbal communication, negotiation, performance evaluation, data management, and program management skills.
  • Utilizes personal computer and maintains a working knowledge of Word, Excel, and email.

Responsibilities

  • Develops performance expectations for consultants and contractors; evaluates performance against contracts and KPIs; identifies issues and prescribes corrective actions.
  • Oversees consultant/contractor performance, monitoring deliverables, schedules, budgets, quality, risks, and obligations.
  • Reviews staff assignments and resources to satisfy contractual commitments and organizational objectives.
  • Evaluates deliverables and invoices for contract compliance and approves payments.
  • Develops dashboards, reports, and accountability tools to measure contract effectiveness and program outcomes.
  • Participates on selection panels and handles confidential procurement information with nondisclosure and ethics compliance.
  • Coordinates with Asset Management, Operations, Engineering, Procurement, Compliance, Finance, and others to align programs with priorities.
  • Leads resolution of complex project, contract, technical, operational, and stakeholder issues.
  • Represents DC Water in contract discussions and advises leadership on contract performance, modifications, and disputes.
  • Performs other related duties as assigned.
