The City of Roanoke seeks an experienced CIP Finance Manager to lead planning, oversight, and reporting for its capital projects. You will coordinate with Finance and external advisors to ensure funds are allocated efficiently, milestones meet deadlines, and regulatory requirements are met.

As a steward of financial planning, you will contribute to CIP planning, manage debt and documentation, and present analyses to leadership and stakeholders.

Qualifications

• Bachelor's degree in Finance, Accounting, Public Administration or related field.
• Five years of progressively responsible experience in capital project management, financial management, municipal budgeting, or related areas.
• Experience in government finance or public sector organizations preferred.

Responsabilités

• Oversee progress of capital projects planned and appropriated, monitoring milestones, budgets, and timelines.
• Track project status, costs, and change orders throughout the lifecycle of each project.
• Collaborate with City departments to develop future project plans aligned with priorities and needs.
• Plan project funding strategies with Finance staff and external advisors to ensure accurate documentation.
• Manage arbitrage concerns and coordinate timing with vendors for compliance.
• Serve on Budget Committee, contributing to CIP planning and integration with the operating budget.
• Monitor CIP-related debt for compliance and proper fund utilization in the ERP system (Oracle).
• Conduct financial analysis and modeling to assess funding strategies for projects.
• Prepare written documentation and reports for Budget Committee, Leadership, City Council, and stakeholders.
• Coordinate reporting to the Virginia Department of Transportation (VDOT) for capital projects.
• Assist with debt issuance activities, documentation, compliance, and reporting.
• Include CIP Plan in the Annual Budget Document and the ACFR.
