Qualifications

  • Experience with MDHHS MiSACWIS is required.
  • Ability to work under moderate supervision and flexibly.

Responsibilities

  • Monitor program implementation and adherence to contract, budget, quality, and accreditation standards.
  • Develop program goals and track progress against them.
  • Manage program budgets and monitor expenses.
  • Coordinate new site partnerships and staff training.
  • Plan and conduct staff training and ensure proper documentation.
  • Collaborate with leadership to align strategies and risk management.
  • Engage with community and build cross-organization relationships.
  • Provide data analysis to inform decisions and outcomes.
  • Support managers with resources and problem solving.
  • Communicate program updates via briefings and meetings.

Salary Range: $60,000.00 To $70,000.00 Annually

I.GENERAL STATEMENT OF RESPONSIBILITY

Responsible for managing administrative and programmatic functions related to the division or program(s) assigned. Enforces agency policies and procedures. May develop new procedures to support the Mission, Vision, and Values of Spectrum Child and Family Services. Conducts meetings to review problem areas and develop solutions. Reviews case records with subordinate staff to ensure quality. Instructs, assigns, schedules, checks, and audits program performance.

II.QUALIFICATIONS
  • A.Education: Bachelor's Degree in Human Service Field (social work, counseling criminal justice, sociology, psychology, etc.) Nonprofit Management, Business Administration or similar degree
  • B.Specialized Experience: One year of specialized experience which includes: analyzing program plans to determine the impact of financial changes and other pertinent data; formulating plans and internal policies/guidance for implementation of programming, budgeting, and financial management of available resources; and monitoring planned versus actual expenditures. Three years of experience in Child Welfare Management for Adoption, Foster Care, Foster Home Licensing, and Family Preservation
  • C.Special Skills:
  • 2.Ability to work in a flexible environment with moderate supervision.
  • 3.Self-starter and motivator of people.
  • 4.Excellent interpersonal skills as well as strong, written and verbal, communication skills
  • 5.Strong organizational skills and the ability to prioritize and manage multiple tasks
  • 6.Demonstrated proficiency in Microsoft Office, email marketing, case management or Electronic medical record systems, and expertise in utilizing other various cloud-based tools
  • 7.Ability to work professionally with a diverse population
  • 8.Experience in MDHHS MiSACWIS System
  • D.Transportation: Reliable and ongoing as required to in state travel - to various program sites is occasionally required. Valid unrestricted Michigan driver's License, with no restrictions as to when and where the Worker may drive. An up-to-date (at the time of hire) copy of their driving record. Good driving record. Provide proof of vehicle insurance coverage on the vehicle used.
  • E.Other: State of Michigan Licensing Requirements: Satisfactory DHS Central Registry Clearance, ICHAT, National and State Sex Offender Registry check and State Police Record Check, negative TB Test, satisfactory physical exam.
III.ESSENTIAL DUTIES AND RESPONSIBILITIES
  • A.Monitor program implementation and adherence to the program contract, budget, quality, and Council on Accreditation standards.
  • B.Participate in the development of program goals.
  • C.Track and monitor program goals and expenses.
  • D.Create and implement plans for new site partnership identification.
  • E.Plan, develop, and conduct ongoing training for staff, and applicable consumers, complete necessary documentation.
  • F.In coordination with Program Management, oversee program goals of the contract, accreditation, quality, and risk prevention management
  • G.Work with the Director to develop program strategies, and project plans, evaluate outcomes, and develop training.
  • H.Develop effective ways to communicate with and engage staff and cross-fertilization within the agency while also building positive relationships within the community
  • I.Coordinate with other staff to support, empower and develop necessary resources for leadership and staff work
  • J.Review program management information to identify potential or actual delays in the program process.
  • K.Determine and utilize appropriate program management and analytical techniques to assess effectiveness and efficiency of program operations.
  • L.Analyze and evaluate data pertaining to special projects and tasks by the Executive Director.
  • M.Plan, organize and implement analysis of program and resource requirements.
  • N.Provide advice to functional managers of the Resource Management directorates/offices concerning projects and tasks.
  • O.Provide effective methods to task support work, solve problems, answer questions, correct deficiencies, evaluate support work, and assure that objectives are met.
  • P.Disseminate program information to individuals and groups in the form of briefings, meetings, training, and conferences.
