State of Louisiana Department of Children and Family Services is seeking a Child Welfare Manager 1 - CQI to supervise CQI supervisors, oversee case reviews, and drive statewide quality improvement for child welfare practice. The role ensures adherence to policy, state code, federal regulations, and best practice standards.

Qualified candidates will have extensive child welfare experience and a degree in a related field.

Responsibilities

• Provides administrative oversight and management for statewide CQI activities and supervises Child Welfare Supervisors responsible for case reviews.
• Partners with regional and parish leadership to implement and revise solutions to practice challenges and strengthen practice across the state.
• Provides supervision and guidance to staff and leads regular meetings with staff and stakeholders.
• Manages recruitment, selection, and development of CQI staff; handles paperwork and interviews in accordance with Civil Service rules.
• Performs additional duties in support of DCFS and its strategic commitments and audit/ system transformation efforts.

Education

Bachelor’s degree + 4 years in child welfare

Advanced degree in social science/behavioral health/nursing/JD + 3 years in child welfare

High school diploma or equivalent

Join Our Team at DCFS: Child Welfare Manager 1 -CQI

This incumbent position functions as a unit administrator, responsible for administering, managing and reviewing the work of Child Welfare Supervisors who perform specialized CQI functions related to assessing and improving the quality of child welfare practice. This includes ensuring adherence to DCFS policy, Louisiana Children’s Code requirements, federal regulations, and nationally recognized best practice standards.

Seven years of experience in child welfare; OR

Six years of full-time work experience in any field plus four years of experience in child welfare; OR

A bachelor’s degree plus four years of experience in child welfare; OR

An advanced degree in a social science or behavioral health field, nursing, or a juris doctorate plus three years of experience in child welfare.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NECESSARY SPECIAL REQUIREMENT:

Possession of a high school diploma or equivalent.

A current driver's license and access to a personal vehicle.

NOTE:

Job Duties:

• Provides administrative oversight and management for statewide CQI activities. This includes directing the activities of the CQI program through the supervision of Child Welfare Supervisors responsible for case reviews.
• Partners with regional and parish leadership to implement and revise solutions to practice challenges, supporting agency commitments to strengthen practice, improve timeliness, and ensure consistent implementation of policy across the state.
• Provides supervision and guidance to staff under their purview and leads regular meetings and conference calls with staff and stakeholders.
• Management and supervision of positions responsible for CQI activities. Duties include recruiting, selecting, and developing a talented workforce; processing paperwork; conducting interviews; and offering employment in accordance with Louisiana Civil Service Rules.
• Performs any other duties as assigned in support of the mission of OMF and DCFS, including responsibilities tied to the agency's strategic commitments, initiatives, audit implementation requirements, and system transformation efforts as directed by executive leadership.

Position-Specific Details:

Appointment Type: Probational, Promotional, or Job Appointment. This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.

Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday – Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.

Work Location: Placement will be determined by parish availability and your location preferences.

Louisiana HB 420 requires all prospective DCFS employees to complete and clear multiple background clearances prior to employment with this agency.
