Job summary

The Illinois Board of Higher Education is seeking a Managing Director of Policy, Research & Fiscal Analysis to lead the agency's statewide higher education policy agenda aligned with the strategic plan A Thriving Illinois.

The role serves as a member of the Senior Leadership team, oversees multiple agency divisions including Policy, Higher Education Finance Policy, and Research, Analytics, and Data, and acts as chief policy advisor to the Executive Director.

Qualifications

• Master's degree in public policy, public administration, or related field.
• 10+ years of experience with public policy research, development and advocacy.
• 5+ years of supervision of professional staff.
• Knowledge of major higher education policy, programs, and innovations.
• Strong analytical and communication skills with ability to synthesize data and present to diverse audiences.
• Commitment to advancing equity for underrepresented students in higher education.

Responsibilities

• Lead the agency's statewide higher education policy agenda aligned with the strategic plan A Thriving Illinois.
• Serve as a member of the Senior Leadership team and oversee Policy, Higher Education Finance Policy, and Research, Analytics, and Data.
• Act as chief policy advisor to the Executive Director.
• Develop and execute research agendas and guide fiscal policy development.
• Manage professional staff and provide analysis to the Board, Governor's Office, and Legislature.
