Qualifications

Master’s degree in public policy, public administration, or related field is required.
At least 10+ years of experience with public policy research, development and advocacy.
5+ years of supervision of professional staff.

Responsibilities

Lead agency direction, planning, budgeting, and goal-setting as part of the Senior Leadership team.
Establish and execute a statewide higher education policy agenda including legislative proposals.
Oversee research agenda to support policy development and program analysis.
Manage statewide higher education fiscal policy, including budget recommendations and reporting.
Coach and develop staff across divisions; ensure cross‑unit coordination.
Provide analysis to the Board, Governor’s Office, and Legislature; engage with stakeholders.
