The Chief Operating Officer (COO) is a member of the Executive Leadership Team responsible for ensuring that Hope’s Door New Beginning Center has the people, systems, facilities, and operational infrastructure needed to carry out its mission effectively.
Reporting directly to the CEO, the COO oversees Human Resources, recruitment and talent acquisition, facilities, administrative operations, insurance and risk management, and other agency-wide operational functions. The COO works across departments and locations to identify problems, improve systems, coordinate resources, and make sure the day-to-day business of the organization runs well.

Flexible scheduling, to include regular business hours, as well as some evenings and weekends as needed.
Major Responsibilities
Human Resources & Recruitment
- Lead agency-wide Human Resources operations and serve as the primary internal resource for HR-related matters.
- Develop and manage an intentional recruitment strategy to attract and retain qualified staff across all programs and locations.
- Ensure open positions are posted promptly and effectively through appropriate job boards, LinkedIn, professional networks, colleges and universities, and community partners.
- Build relationships with local colleges, universities and professional programs to develop internship and employment pipelines.
- Oversee hiring, onboarding, employee changes, and offboarding processes in coordination with supervisors and Finance.
- Maintain accurate and timely personnel records and ensure required documentation is completed.
- Oversee benefits administration and serve as the agency liaison with benefit providers and HR/payroll vendors.
- Support supervisors with employee relations, performance management, corrective action, and application of agency personnel policies.
- Monitor employment-law and HR compliance requirements and recommend updates to policies and procedures as needed.
- Coordinate workers’ compensation, unemployment claims, leave administration, and other employment-related matters.
- Help strengthen employee retention, organizational culture, communication, and staff engagement.
Facilities, Contracts & Agency Operations
- Provide operational oversight of all HDNBC facilities, including Shelters, Outreach offices, the Resale Store, and other agency locations.
- Maintain systems for identifying, prioritizing, tracking, and completing facility repairs, maintenance, and other operational needs.
- Coordinate with landlords, property managers, vendors, contractors, and service providers to ensure facilities remain safe, functional, and appropriate for staff, clients, volunteers, and visitors.
- Oversee leases, facility agreements, service contracts, and other operational agreements in coordination with the CEO and CFO.
- Maintain an organized system for contracts, leases, renewals, and vendor agreements, including monitoring renewal and termination dates.
- Evaluate vendors and contracted services for cost, quality, responsiveness, and continued value to the organization; obtain competitive proposals when appropriate.
- Coordinate moves, renovations, space planning, furniture, equipment, security systems, and other facility projects.
- Develop preventive maintenance plans and assist leadership in identifying future facility and capital needs.
- Coordinate responses to facility emergencies, property damage, service disruptions, and other significant operational issues.
- Work with the CFO to ensure operational contracts and commitments are appropriately budgeted and financially sustainable.
- Identify opportunities to improve agency-wide operational systems, reduce unnecessary costs or duplication, and improve efficiency across locations.
- Work collaboratively with program leadership to ensure facilities and operational systems support program needs without assuming responsibility for programmatic oversight.
Insurance, Risk & Safety
- Serve as the primary administrative point of contact for organizational insurance matters.
- Coordinate insurance renewals, claims, certificates of insurance, incident documentation, and communication with brokers and carriers.
- Maintain appropriate records of organizational insurance coverage.
- Work with leadership to identify operational risks and recommend strategies to reduce organizational exposure.
- Coordinate agency safety, emergency preparedness, and business-continuity planning.
- Ensure appropriate operational follow-up following accidents, property damage, workplace injuries, or other incidents.
Administration & Office Operations
- Oversee the administrative operations of agency office locations.
- Supervise front desk/office management functions at agency outreach locations.
- Develop consistent front-office procedures and standards across locations.
- Ensure reception areas, meeting spaces, supplies, mail, equipment, and other administrative functions operate efficiently.
- Identify opportunities to simplify agency processes and eliminate unnecessary duplication or inefficient systems.
- Oversee administrative vendors and agency-wide operational contracts in coordination with Finance.
- Support implementation of technology, equipment, and systems that improve agency operations.
Executive Leadership & Organizational Support
- Serve as a strategic thought partner to the CEO on organizational operations, staffing, infrastructure, and growth.
- Participate as an active member of the Executive Leadership Team.
- Translate organizational priorities into practical operational plans and ensure projects move from discussion to completion.
- Lead or coordinate major cross-departmental operational projects.
- Identify operational gaps before they become organizational problems and recommend practical solutions.
- Develop systems, procedures, and accountability measures that support consistency across a multi-site organization.
- Provide the CEO with timely information regarding significant HR, facility, risk, or operational concerns.
- Support organizational growth and change while maintaining strong internal infrastructure.
Qualifications and Experience
Required Qualifications
- Bachelor’s degree in business administration, human resources, nonprofit management, organizational leadership, or a related field preferred; equivalent combination of education and significant relevant experience will be considered.
- Minimum of five (5) years of progressively responsible experience in operations, human resources, administration, facilities management, or related organizational leadership.
- Experience supervising staff and managing multiple operational functions simultaneously.
- Strong knowledge of Human Resources practices and employment-related compliance.
- Demonstrated experience with recruitment and talent acquisition.
- Experience managing vendors, contracts, facilities, insurance, or organizational risk strongly preferred.
- Experience in a nonprofit, human-services, healthcare, or other mission-driven environment preferred.
- Strong organizational and project-management skills with demonstrated ability to move complex projects to completion.
- Excellent judgment, discretion, communication, and problem-solving skills.
- Comfortable working in a growing organization where systems and processes may need to be built, redesigned, or improved.
- Ability to balance strategic thinking with hands-on execution.

Physical Requirements
Physical Requirements++:++ Duties are usually performed seated with occasional periods of standing or walking. Limited physical effort is required associated with lifting and carrying objects (less than 25 lbs.).
Working Conditions
Work must be performed in the agency office and/or via Telework options as necessary.
