The Massachusetts Commission Against Discrimination (MCAD) is the independent state agency that enforces the Massachusetts anti-discrimination laws by investigating complaints of discrimination in employment, housing, public accommodations, and other aspects of everyday life. Pursuant to its mission to eradicate discrimination in the Commonwealth, the MCAD also offers remedial and preventative training, and publishes resources online such as model policies, posters, and guides.
The MCAD is seeking a dedicated and committed professional to fill the role of Chief of Operations and Finance. Reporting to the Executive Director, the Chief of Operations and Finance (COF) is the agency’s Chief Financial Officer (CFO) and is responsible for overseeing the agency’s budget and finances, procurement and contracts, daily office operations, administration, and oversight of the agency's Training and IT units. As a senior manager, the COF will assist in the development and implementation of agency-wide policies and procedures.
Duties and Responsibilities (these are a general summary and not all inclusive):
- Budget and Finance
- The COF oversees the agency's budget process by preparing the agency's budget, financial reports, and communications for review by the Executive Director.
- Performs detailed budget analysis using current and historical data from MMARS and/or the Commonwealth's Information Warehouse (CIW).
- Coordinates budget development with the Commonwealth's Administration and Finance budget staff, House and Senate Ways and Means Staff.
- Recommends budget requests and allocations to the Executive Director.
- The COF is responsible for all agency accounting activities including all accounts payable and accounts receivable and all revenue reconciliation, ensuring prompt payment of all agency account payables in MMARS or its successor applications.
- Responsible for all agency accounts receivables and revenue activities and ensures all transactions are correctly posted to MMARS or its successor applications.
- Monitors agency contracts with federal partners, the EEOC and HUD, to ensure recovery of reimbursable funds and proper reconciliation in MMARS.
- Develops, implements, and manages procurement and purchasing processes, ensuring staff are trained and policies followed.
- Manages procurement activities, including posting opportunities to CommBuys.
- Manages all agency contracts and serves as the primary vendor liaison and contract manager.
- Prepares reports to the Office of the Comptroller, including GAAP, Capital Assets, and Statutory Receivables.
- Monitors budget expenses, ensuring spending within allocated levels.
- Ensures proper and timely allocation of funds and transfers in MMARS or its successor applications.
- Risk Management
- Drafts, maintains, and ensures compliance with the Internal Controls Plan (ICP).
- Identifies potential risks and assesses risk management policies and protocols.
- Oversees and responds to agency audits.
- Operations
- Manages daily operations of all office locations, including layout, assets, security, and safety issues.
- Oversees office projects, including health and safety improvements.
- Handles operational outreach and maintains an inventory of assets and consumables.
- Assists with record management procedures.
- Management
- Oversees, manages, and mentors staff reporting to the COF, including Fiscal Officer, Director of IT Services, and Director of Training.
- Administration
- Assists in drafting and implementing agency policies and procedures.
- Advises leadership on operations, finances, budget, personnel, risk, and audits.
- Preferred Qualifications
- At least 10 years of experience in government financial management and administration.
- Knowledge of Massachusetts state finance law and experience with MMARS, HR/CMS, MBA, MobiusView, and other related systems.
- Experience developing internal controls, policies, and procedures in financial management and procurement.
- Experience managing public financial and budget management, procurement laws, and personnel issues in a unionized environment.
- Proficiency with technology systems supporting complex operations and familiarity with facility operations.
- Ability to lead multidisciplinary teams to solve problems.

- MINIMUM ENTRANCE REQUIREMENTS:
- At least six (6) years of professional experience in relevant fields, with at least two (2) years in a supervisory or managerial capacity, or an equivalent combination of experience and substitutions as detailed.
