Job summary

Commonwealth of Massachusetts’ Department of Elementary and Secondary Education seeks a General Counsel/Chief Legal Officer to lead the Legal Office and report to the Commissioner. The role provides strategic legal advice on state and federal education laws, oversees litigation with the Attorney General’s Office, and mentors attorneys and staff while managing budget and compliance tasks.

Travel may be required.

Qualifications

• Admitted to the Massachusetts Bar in good standing.
• 5+ years of legal practice or equivalent with Bar membership.
• Experience with administrative adjudicatory hearings and litigation.
• Knowledge of state and federal education laws and employment laws.
• Strong communication and writing skills.
• Ability to manage multiple priorities and supervise staff.

Responsibilities

• Serve on the Commissioner’s executive team and cabinet.
• Provide strategic legal advice to Commissioner, BESE, and DESE leadership.
• Oversee legal matters including budget and reporting obligations.
• Draft and review legislation, regulations, contracts, and other documents.
• Lead attorneys and staff in the Legal Office.
• Collaborate with Attorney General’s Office on litigation.
• Travel may be required based on assignment.
