Job description

Chief Inspector - Wyoming Refining Company

The Opportunity

Chief Inspector at a growth-oriented energy company. Reporting to the Project Engineer Manager, you will manage a staff of inspectors to ensure the mechanical integrity of the refinery fixed equipment. Must be able to formulate an approach toward highly complex problems involving equipment including pressure vessels, piping, relief valves, boilers, heaters, and above ground storage tanks. You must be capable of directing projects through all phases of project development including economic objectives. You will be able to provide consulting services to department and company, along with expertise and well-developed technical skills to impact and influence formulation of business strategies.

Key activities include:

  1. Maintains inspection records for all refinery assets listed in job purpose with hard copies or electronic information in the Inspection Data Management System (IDMS).
  2. Understanding of the corporate and business or functional vision/mission/strategies and generate tactics to support their realization.
  3. Concentrates on value-adding opportunities and drives continuous improvements.
  4. Inspects and recommends plans for repair and replacement of refinery equipment.
  5. Requires virtually no supervision in area of expertise. Plans own work independently in collaboration with supervisor as part of overall program.
  6. Seeks to find ways to solve difficult problems more effectively and efficiently.
  7. Assists in the evaluation and selection of refinery equipment and materials.
  8. Assists in preparation and maintenance of refinery engineering standards and specifications.
  9. Manages risk-based inspection studies, evaluations, and recommendations.
  10. Calculates remaining life of selected equipment in accordance with ASME and API Codes along with ability to perform informal Fitness for Service Evaluations.
  11. Develops (as needed) and maintains the Mechanical Integrity Policy.
  12. Develops (as needed) and maintains the QA/QC Policy.
  13. Responsible for development (as needed) and/or approval of plant NDE procedures.
  14. Develops and manages department budget.

Other Duties and Responsibilities:

  1. Inspects equipment and evaluates data results to ensure equipment is safe for continued operation.
  2. Documents results of all inspections, tests, alterations, and equipment repairs in equipment history files or IDMS.
  3. Makes NDE and inspection plans for equipment based on damage mechanisms such as wet H2S, caustic cracking, amine corrosion, etc.
  4. Makes repair decisions and issues detailed repair instructions/procedures.
  5. Reviews and approves welding procedures submitted by contractors.
  6. Reviews and approves repair procedures submitted by contractors and plant maintenance personnel.
  7. Promotes continuous learning/sharing among site employees and technical networks.
  8. Completes vendor surveillance and audits of equipment being constructed off site.
  9. Develops and writes welding procedures for plant maintenance personnel.
  10. Develops inspection work lists for plant turnarounds along with detailed justifications for the work to be completed.
  11. Manages completion of all HAZOP action items assigned to inspection department through KMS or other database.
  12. Manages the completion of all Incident or inspection follow-up items assigned to inspection department through KMS or other database.
  13. Provides leadership for others to treat people with respect and has the courage to resolve conflict in the group.
  14. Uses interpersonal influence and effective communication processes to guide individuals (direct reports, peers, superiors) or groups toward the attainment of goals.
  15. Ability to work across organizational boundaries.

Supervisory Responsibilities

  1. Manages staff of plant inspectors for various projects.
  2. Manages inspection activities for contract inspectors and specialized/advanced NDE personnel and the associated costs during routine work and for unit turnarounds.
  3. Communicates with a clear, concise, and accurate expression of facts, orally and written.
  4. Develops, trains, and gives clear expectations to direct reports on inspection and technical issues.
  5. Develops, trains, and gives clear expectations to other plant personnel on inspection and technical issues as necessary.
  6. Has technical and astute ability to work with multiple disciplines and auditors during audits and reviews.
  7. Directs others to identify constraints and remove barriers and roadblocks.
  8. Has a solid understanding of turnaround planning with the ability to mentor and review P6 schedules, add steps, review allocated hours, and guide workforce loading/onboarding.
  9. Demonstrates advanced skills in reviewing turnaround inspection work requests and reports for clear direction and clarity.
  10. Demonstrates advanced skills in developing repair plans for piping or pressure vessels during turnarounds and working with engineering personnel for repair packages.
  11. Supplies metrics or key performance indicators on progress and status of inspection department.

Process Safety Management / Safety

  1. Actively participates in plant safety programs, processes, and promotes safety leading by example.
  2. Actively completes monthly safety audits.
  3. Participates and provides valued input to HAZOP, PHA, MOC reviews, and completes PSSR’s.
  4. Assists with root cause failure analysis of equipment as necessary.
  5. Assists with incident investigations as necessary.

Qualifications

To meet the basic qualifications for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship.

Additional qualifications include:

  1. High School Diploma or equivalent required.
  2. B.S. Engineering Degree and 10 years refinery experience preferred or 10 years refinery experience with at least 15 years inspection experience may be considered in lieu of degree.
  3. API-510 Pressure Vessel Inspector Certification required.
  4. API-570 Piping Inspector Certification required.
  5. API-653 Above Ground Storage Tank Inspector Certification preferred or good working knowledge of this code in lieu of certification.
  6. API-580 Risk Based Inspection Certification preferred.
  7. API-571 Damage Mechanisms Affecting Fixed Equipment in the Refining Industry Certification preferred.
  8. API-588 Recommended Practice for Source Inspection and Quality Surveillance of Fixed Equipment Certification preferred or excellent working knowledge of this practice while working towards the Certification.
  9. Good working knowledge and interpretation skills of the following Codes: ASME Section 8, ASME B31.3, ASME Section 9, ASME PCC-2, ASME Section 2 (parts C and D), and ASME Section 5.
  10. Certified Welding Inspector (CWI) through American Welding Society preferred.
  11. Non-Destructive Testing Level II Certifications in the following methods: Magnetic Particle, Dye Penetrant, Ultrasonic Thickness, and Radiographic Film Interpretation preferred or an excellent working knowledge of the NDT methods in lieu of certification.
  12. Certified Radiographic Interpreter (CRI) through the American Welding Society preferred.
  13. Good understanding of OSHA 1910.119, section (j) – Mechanical Integrity.
  14. Strong computer skills for reports and spreadsheets required.

Physical Demands

  1. Must be able to climb and work at elevations in excess of 150 feet using the appropriate safety equipment.
  2. Must be able to work in confined spaces and at times in supplied breathing air.

Working Conditions and Environment

  1. Strong teamwork environment with all refinery departments is expected.
  2. Frequently requires working more than 40 hours per week.
  3. Proper Personal Protective Equipment (PPE) such as hearing and eye protection, face shield, goggles, rubber gear, gloves, SCBA, and fire-retardant outer wear are required.
  4. Weekend duty assignments are periodically required.
  5. After hours call-outs are periodically required.
  6. Participation in Incident Command Structure may be required.
