Job summary

YWCA Brooklyn seeks a Chief Housing Officer to oversee property management, operations, administration, and programs for 300+ affordable housing units in its downtown Brooklyn building. The role leads housing, facilities, IT, and program services, reporting to the CEO and collaborating with senior leadership to advance the organization's mission of empowering women and supporting vulnerable populations.

Qualifications

• Ten years in affordable housing, property management, or real estate.
• Five years in a high-level leadership role.
• Proven ability to lead a multi-disciplinary team.
• Experience with property management in a community setting.
• Knowledge of affordable housing regulatory compliance and subsidy programs.
• Experience budgeting and financial analysis.
• Experience with NYC/ NYS government agencies.
• Strong written and verbal communication.
• Organizational and multi-tasking skills.
• Proficiency with MS Office, property management software, and CRMs.

Responsibilities

• Partner with CEO and senior leadership to implement strategic goals.
• Oversee operations, administration, facilities, IT and programs.
• Supervise senior directors managing housing, operations, and services.
• Maintain relationships with government agencies, funders, and stakeholders.
• Ensure compliance with regulatory agreements and rent subsidies.
• Monitor policy changes affecting affordable housing and subsidies.
• Oversee audits and reporting for accuracy and timeliness.
• Lead leasing, invoicing, subsidies, and rent collection processes.
• Oversee Resident Services to support stable housing.
• Manage facilities and life-safety standards and repairs.
• Guide security protocols and risk management.
• Oversee legal matters with attorneys and CEO as needed.
• Lead vendor contracts and insurance renewals.
• Negotiate insurance policies with broker and renewals.
• Oversee building upgrades and construction projects.
• Represent the organization in professional networks and events.
